Starting Line: Should all individuals have the same Second Amendment rights?

Should all individuals have the same Second Amendment right, or should there be limits on who can possess firearms?

These questions are at the center of HF1361, sponsored by Rep. Dan Schoen (DFL-St. Paul Park).

The two-pronged gun policy bill proposes enabling law enforcement and family members to ask a court to ban someone from owning a gun if they think that, by possessing a firearm, the person could significantly hurt themselves or others.

HF1361 would also allow individuals to voluntarily put their name on an electronic registry that would ban them from being able to purchase firearms for however long they think they could be a danger to themselves or others if in possession of a gun.   

Schoen says he doesn't want to take guns away from law abiding citizens, but he does want to ensure safety for firearm owners and the public.
