CLIMATE AND ENERGY FINANCE AND POLICY MINUTES

Representative Patty Acomb, Chair of the Committee on Climate and Energy Finance and Policy, called the meeting to order at 3:48 PM on February 28, 2024, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Vice Chair Kraft moved that the minutes from February 21, 2024 be approved. THE MOTION PREVAILED.

HF1990 (Acomb) – Solar for Schools program technical changes made.

Representative Acomb moved that HF 1990 be re-referred to the General Register.

Representative Acomb renewed her motion that HF 1990 be re-referred to the General Register. THE MOTION PREVAILED.

HF 3704 (Kraft) – Energy; submission of plan to Public Utilities Commission regarding implementation of grid enhancing technologies to increase electricity transmission capacity required.

Representative Kraft moved that HF 3704 be laid over.

Representative Kraft moved the A3 amendment to HF 3704. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kraft presented HF 3704 as amended.

Representative Swedzinski renewed the motion to adopt the A2 amendment to HF 3704 as amended. THE MOTION DID NOT PREVAIL.

Representative Kraft renewed the motion that HF 3704 as amended, be laid over.

HF 3704 as amended, was laid over.

HF 3457 (Kraft) Deadline established for state agencies to issue permits for a large electric power facility that has been granted a site or route permit.

Representative Kraft moved that HF 3457 be re-referred to the Committee on Environment and Natural Resources.

Representative Kraft moved the DE1 amendment to HF 3457. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kraft presented HF 3457 as amended.
