HEALTH FINANCE AND POLICY COMMITTEE

MINUTES

Representative Tina Liebling, Chair of the Committee, called the virtual Health Finance and Policy Committee meeting to order at 3:00 P.M. on March 3, 2021 pursuant to House rule 10.01. The meeting is being broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Bolden moved that the minutes of March 2, 2021 be approved. THE MOTION PREVAILED.

HF1173 (Lippert) Hospital or hospital campus closure, operation curtailment, service relocation, or service cessation requirements modified; and right of first refusal established before hospital or hospital campus sale or conveyance.

Chair Liebling moved that HF1173 be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.

Chair Liebling moved the H1173A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Lippert presented his bill.

Chair Liebling renewed her motion to adopt the H1173A3 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Liebling laid over HF1173, as amended, for possible inclusion in the Committee bill.

HF834 (Her) Hospital moratorium exception provided.

Chair Liebling moved that HF834 be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.

HF1609 (Liebling) Nonstate government-owned teaching hospital with high Medicaid utilization and level 1 trauma centers and affiliated physicians payment arrangement established, inpatient hospital rates modified, health plan revenue exempted from insurance premium taxes and surcharges. and hospital revenue exempted from provider tax.

Chair Liebling moved that HF1609 be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.

Chair Liebling moved the H1609DE1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Liebling presented her bill.
