MINUTES

Representative Tina Liebling, Chair of the Committee, called the virtual Health Finance and Policy Committee meeting to order at 3:00 P.M. on March 5, 2021 pursuant to House rule 10.01. The meeting is being broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Freiberg moved that the minutes of March 3, 2021 be approved. THE MOTION PREVAILED.

HF59 (Elkins) All-payer claims database data submission and use provisions modified, and commissioner of health recommendations required regarding data use by outside entities.

Chair Liebling moved that HF59 be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.

Chair Liebling moved the H0059A2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Elkins presented his bill.

Chair Liebling laid over HF59, as amended, for possible inclusion in the Committee bill.

HF57 (Elkins) First Engrossment Medical practices required to make their current standard charges public, and commissioner of health authorized to establish price comparison tool for medical practice items and services.

Chair Liebling moved that HF57 First Engrossment be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.

Representative Elkins presented his bill.

Chair Liebling laid over HF57 First Engrossment for possible inclusion in the Committee bill.

HF58 (Elkins) First Engrossment Manufacturers required to report and maintain prescription drug prices, health plan prescription drug formularies filing required, health care coverage provisions modified, prescription benefit tool requirements established, and prescription drug benefit transparency and disclosure required.

Chair Liebling moved that HF58 First Engrossment be recommended to pass and be re-referred to the Committee on State Government Finance and Elections.

Chair Liebling moved the H0058A4 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

HF1793 (Morrison) Enhanced asthma care services benefit for medical assistance established, and medical assistance coverage of products provided to reduce asthma triggers.

Representative Morrison moved that HF1793 be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.

Chair Liebling moved the H1413A4 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Edelson presented her bill.

Chair Liebling laid over HF1413, as amended, for possible inclusion the Committee bill.

HF1483 (Kiel) Restricted medical assistance pharmacy providers restricted to in-state pharmacies.

Representative Kiel moved that HF1483 be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.

Representative Kiel presented her bill.

Doug Berg, House Fiscal Analyst, responded to member questions.
