HEALTH FINANCE AND POLICY COMMITTEE

MINUTES

Representative Tina Liebling, Chair of the Committee, called the virtual Health Finance and Policy Committee meeting to order at 3:00 P.M. on February 24, 2021 pursuant to House rule 10.01. The meeting is being broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Bahner moved that the minutes of February 23, 2021 be approved. THE MOTION PREVAILED.

HF363 (Reyer) Hospital and ambulance service claims disallowed.

Representative Reyer moved that HF363 be recommended to pass and be re-referred to the Committee on Taxes.

Representative Reyer presented her bill.

HF1000 (Schultz) For-profit health maintenance organization payment of two percent premium revenue tax clarified, and clarifying changes made.

Representative Schultz moved that HF1000 be recommended to pass and be re-referred to the Committee on Taxes.

Representative Schultz presented her bill.

Representative Schultz moved the H1000A1 Amendment.

HF1139 (Liebling) Human services commissioner required to determine payback amounts from managed care plans and county-based purchasing plans.

Chair Liebling moved that HF1139 be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.

Chair Liebling moved the H1139DE1 Amendment. THE MOTION PREVAILED.

Chair Liebling explained her bill as amended.

Julie Marquardt, Deputy Assistant Commissioner, Minnesota Department of Human Services responded to member questions.

Testifying:
1. Dan Endreson, Senior Director of Policy and Government Affairs, Minnesota Council of Health Plans

Chair Liebling laid HF1139, as amended, over for possible inclusion in the Committee bill.
