MINUTES

Representative Rena Moran, Chair of the Committee, called the remote Ways and Means Committee meeting to order at 9:00 A.M. on Thursday, April 15, 2021, pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services and Facebook Live.

The Committee Legislative Assistant noted the roll.

Representative Olson moved to adopt the minutes from Wednesday, April 14, 2021. THE MOTION PREVAILED.


HF707 (Morrison) Criminal sexual conduct provisions modified and clarified

Representative O’Neill moved that HF707 be recommended to be placed on the General Register.

Representative Moller gave an overview of HF707.

Representative O’Neill moved to adopt the H0707A6 amendment. THE MOTION PREVAILED. THE AMENDMENT, WAS ADOPTED.

Following discussion, Representative O’Neill renewed the motion that HF707, as amended, be recommended to be placed on the General Register. A roll call was taken, and the results were as follows:

Representative Pelowski moved HF38 before the committee.

Following discussion, Chair Moran laid over HF38 for further consideration.


HF1030 (Becker-Finn) Judiciary and Civil Law Omnibus

Representative Becker-Finn moved HF1030 before the committee.

Representative Becker-Finn moved to adopt the H1030A12 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Becker-Finn moved to adopt the H1030A11 amendment. Representative Garofalo requested a roll call vote. The results were as follows:

HF1078 (Mariani) Public Safety Omnibus

Representative Mariani moved that HF1078 be recommended to be placed on the General Register.


The committee recessed at 10:29 A.M.

The committee reconvened at 1:00 P.M.


Representative Mariani moved to adopt the H1078A44 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Marquart moved to adopt the H1078A46 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative O’Neill moved to adopt the H1078A47 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Becker-Finn moved to adopt the H1078A49 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Following discussion, Representative Pelowski moved that the language contained in HF38 be incorporated into the Public Safety and Judiciary Omnibus (HF1078) as a separate article. THE MOTION PREVAILED.

Representative Becker-Finn moved that the language contained in HF1030, as amended, be incorporated into the Public Safety and Judiciary Omnibus (HF1078) as separate articles. THE MOTION PREVAILED.

Representative Mariani moved that the language contained in HF1078, as amended, be incorporated into the Public Safety and Judiciary Omnibus (HF1078) as separate articles. THE MOTION PREVAILED.

Representative Mariani renewed the motion that HF1078, as amended, be recommended to be placed on the General Register, and that nonpartisan staff be directed to make any technical corrections and amend the title. A roll call was taken, and the results were as follows:

Representative Liebling moved that HF2128 be recommended to be placed on the General Register.

Representative Liebling moved to adopt the H2128DE2 amendment.

Representative Liebling moved to adopt the H2128A15 amendment to the H2128DE2 amendment. THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Schultz moved to adopt the H2128A16 amendment to the H2128DE2 amendment. THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Following discussion, Representative Liebling renewed the motion to adopt the H2128DE2 amendment, as amended. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Liebling renewed the motion that HF2128, as amended, be recommended to be placed on the General Register, and that nonpartisan staff be directed to make any technical corrections. A roll call was taken, and the results were as follows:
