HEALTH FINANCE AND POLICY COMMITTEE

MINUTES

Representative Tina Liebling, Chair of the Committee, called the virtual Health Finance and Policy Committee meeting to order at 3:30 P.M. on March 10, 2021 pursuant to House rule 10.01. The meeting is being broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Huot moved that the minutes of March 9, 2021 be approved. THE MOTION PREVAILED.

HF1002 (Schultz) First Engrossment - Affordable Care Act provisions codified, guaranteed issue required of individual health plans offered by health plan companies to Minnesota residents, and unfair discriminatory practices prohibited.

Representative Schultz moved that HF1002, First Engrossment, be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.

Representative Schultz moved the H1002A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Schultz presented her bill.

Chair Liebling laid over HF1002, First Engrossment, as amended, for possible inclusion in the Committee bill.

HF520 (Morrison) - Prescription contraceptive supply requirements established; health plans required to cover contraceptives, contraceptive services, sterilization, and related medical services, patient education, and counseling; and accommodations established for eligible organizations.

Representative Freiberg moved the Preventative Health Division Report on HF520. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Representative Morrison moved that HF520 be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.

Representative Morrison moved the H0520A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Morrison presented her bill.

Chair Liebling laid over HF520, as amended, for possible inclusion in the Committee bill.

HF1516 (Schultz) - Pharmacy and provider choice allowed relating to biological product prescription and dispensation, and report required.

Representative Schultz moved that HF1516 be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.

Vice Chair Huot moved that HF1372 be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.

Vice Chair Huot presented his bill.

Chair Liebling laid over HF1372 for possible inclusion in the Committee bill.

At 4:28 P.M. Chair Liebling recessed the Committee until approximately 6:00 P.M.

HF486 (Feist) First Engrossment - Suicide prevention training for teachers funding provided, and money appropriated.

Chair Liebling moved that HF486, First Engrossment, be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.

Representative Feist presented HF486.

Stephanie Downey, Suicide Prevention Coordinator and Lisa Thimjon, Legislative Director, both from the Minnesota Department of Health, responded to member questions.

Chair Liebling laid over HF486, First Engrossment, for possible inclusion in the Committee bill.

HF1131 (Reyer) - Rural Health Advisory Committee member added.

Representative Reyer moved that HF1131 be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.

Representative Reyer presented her bill.

Testifying:
1. Dr. Michael Zakula, Board Member, Minnesota Dental Association

Chair Liebling laid over HF1131 for possible inclusion in the Committee bill.
