MINUTES

Representative Dean, Chair of the Health and Human Services Finance Committee, called the meeting to order at 12:52pm on March 29th, 2016, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Dean called the meeting to order at 12:52pm, a quorum was present.

Representative Gruenhagen moved approval of the March 23rd, 2016 minutes. The motion PREVAILED. The minutes were APPROVED.

Representative Hamilton moved that HF 564 be taken from the table and brought before the committee. The motion PREVAILED.

Representative Hamilton moved that HF 564 be laid over.

Representative Hamilton moved the DE1 amendment. The motion PREVAILED.

Representative Hamilton moved the A4 amendment. The motion PREVAILED.

Representative Hamilton; Pam Gonnella, Parent, Co-Chair of the Best Life Alliance; Steve Larson, The Arc Minnesota, Co-Chair of the Best Life Alliance; Jody Harpstead, CEO of LSS of MN; Judith Brumfield, Scott County; and Rochelle Westlund, Association of Minnesota Counties all testified on HF 564 as amended.

Representative Liebling moved the A3 amendment, with the following oral amendment incorporated in the A3: “Delete lines 1.6 and 1.12.”

Representative Liebling requested a roll call. The results were as follows:

Representative Loeffler moved to amend the A5 amendment as follows with an oral amendment: Line1.3, delete “and 4”; Line 1.6, delete “and 6”; Delete lines 1.4, 1.5, 1.7, and 1.8. Motion PREVAILED.

Representative Loeffler moved the A6 amendment.

Representative Loeffler requested a roll call. The results were as follows:

Representative Dean moved the A2 amendment. The motion PREVAILED.

Representative Kresha; Marsha Vandenburgh; and Molly Kenney, Family Services Director, Greater Minneapolis Crisis Nursery presented on HF 2684 as amended.

Representative Dean renewed his motion that HF 2684, as amended, be laid over. The Motion PREVAILED.

Representative Gruenhagen assumed the gavel at 2:05pm.

Representative Zerwas moved that HF 559 be taken from the table and brought before the committee. The motion PREVAILED.

Representative Zerwas moved that HF 559 be laid over.

Representative Zerwas; Anne Henry, Attorney, Disability Law Center; Layne Beckman, Citizen Advocate, Minnesota Brain Injury Alliance; Dave Hancox, Chief Organization Officer, ACCRA; Tim Nolan; Heidi Myhre; and Kenneth Brown all presented on HF 559 as amended.

Representative Dean re-assumed the gavel at 2:13pm.

Representative Zerwas renewed his motion that HF 559, as amended, be laid over. The Motion PREVAILED.

The meeting adjourned at 2:39pm.
