MINUTES

Representative Jean Wagenius, Chair of the Energy and Climate Finance & Policy Division, called the meeting to order at 9:47 A.M. on, February 18, 2020, in room 120 of the Capitol Building.

The Committee Legislative Assistant noted the roll. A quorum was present.

Representative Long moved adoption of the February 13, 2020 minutes.
THE MOTION PREVAILED.


HF3209 (Stephenson) – Utilities required to analyze economies of resting nonrewable generating facilities to seasonal operation, and Public Utilities Commission provided process for seasonable operations pilot project approval.

Representative Stephenson moved that HF3209 be laid over for possible inclusion.

Representative Stephenson moved the HF3209A3 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Swedzinski moved the HF3209A2 amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

Representative Swedzinski moved the HF3209A4 amendment.

Representative Stephenson moved that the HF3209A4 amendment be divided into two parts as followed:
First Part: Lines 1.1 to 1.2
Second Part: Lines 1.3 to 1.4

Chair Wagenius ruled the amendment divisible.

Chair Wagenius moved the First Part, lines 1.1 to 1.2, of the HF3209A4 amendment. THE MOTION PREVAILED AND THE FIRST PART WAS ADOPTED.

Representative Swedzinski withdrew the Second Part, lines 1.3 to 1.4, of the HF3209A4 amendment.

Representative Wagenius laid over HF3209 for possible inclusion.


HF3054 (Stephenson) – Electric generation sources and associated air pollution emission semiannual reports to customers by electric utilities required.

Representative Stephenson moved that HF3054 be laid over for possible inclusion.

Representative Stephenson moved the HF3054A4 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Stephenson moved that HF3054A3 be divided into two parts as followed:

HF3101 (Christensen) – Electric utilities required to include renewable energy program information with bill inserts.

Representative Christensen moved that HF3101 be laid over for possible inclusion.

Representative Christensen moved the HF3101DE1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
