MINUTES

Representative Dean, Chair of the Health and Human Services Finance Committee, called the meeting to order at 12:52pm on April 7th, 2015, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Dean called the meeting to order at 12:52pm, a quorum was present.

Representative Pierson moved approval of the March 25th and 26th 2015 minutes. The motion PREVAILED. The minutes were APPROVED.

The following presented on Federal Funding and Oversight of Grants to Non-Profits -MN Dept. of Health and MN Dept. of Human Services:

MDH Federal Funds – Dave Greeman, Budget Director, MN Dept. of Health
MDH Grants Administration – Alyssa Haugen, Director, Grants and Special Projects, MN Dept. of Health
DHS Federal Funds – Jayne Rankin, Budget Director, MN Dept. of Human Services
DHS Grants Administration – Chuck Johnson, Deputy Commissioner for Policy and Operations, MN Dept. of Human Services

The committee recessed until the call of the chair.

The committee resumed at 6:33pm.

Representative McDonald moved that HF 1148 be laid over for possible inclusion in the Health and Human Services Omnibus bill.

Representative McDonald and Steve Peck, Self Advocate testified on HF 1148.

Representative McDonald renewed his motion that HF 1148 be laid over for possible inclusion in the Health and Human Services Omnibus bill. The Motion PREVAILED.

Representative Zerwas moved that HF 1604 be laid over for possible inclusion in the Health and Human Services Omnibus bill.

Representative Zerwas moved the DE3 amendment. The motion PREVAILED.

Representative Zerwas; Nona Narvaez, Director of the Anaphylaxis and Food Allergy Association of MN; and Max Narvaez testified on HF 1604, as amended.

Representative Zerwas renewed his motion that HF 1604, as amended be laid over for possible inclusion in the Health and Human Services Omnibus bill. The Motion PREVAILED.

Representative Murphy moved that HF 507 be laid over for possible inclusion in the Health and Human Services Omnibus bill.

Representative Murphy and Joe Stanislav, President/CEO, Our Lady of Peace testified on HF 507.

Representative Murphy renewed her motion that HF 507 be laid over for possible inclusion in the Health and Human Services Omnibus bill. The Motion PREVAILED.

Representative Dean moved that HF 329 be laid over for possible inclusion in the Health and Human Services Omnibus bill.

Representative Dettmer and Richard Kolodziejski, Public Affairs and Communications Director, MN Association of Professional Employees (MAPE) testified on HF 329, as amended.

Representative Dean renewed his motion that HF 329, as amended be laid over for possible inclusion in the Health and Human Services Omnibus bill. The Motion PREVAILED.

Representative Dean moved that HF 1350 be laid over for possible inclusion in the Health and Human Services Omnibus bill.

Representative Dean moved the A2 amendment. The motion PREVAILED.

Representative Norton; Sue Abderholden, Executive Director, NAMI Minnesota; and Buck McAlpin, MN Ambulance Association, testified on HF 1350, as amended.

Representative Dean renewed his motion that HF 1350, as amended be laid over for possible inclusion in the Health and Human Services Omnibus bill. The Motion PREVAILED.

Representative Dean moved that HF 512 be laid over for possible inclusion in the Health and Human Services Omnibus bill.

Representative Norton; Jennifer Sommerfeld, Attorney, Minnesota State Bar Association Family Law Section; and John Kerr testified on HF 512.

Representative Dean renewed his motion that HF 512 be laid over for possible inclusion in the Health and Human Services Omnibus bill. The Motion PREVAILED.

Representative Pierson moved that HF 1637 be laid over for possible inclusion in the Health and Human Services Omnibus bill.

Representative Pierson and Rick Klun, Executive Director, Center City Housing, testified on HF 1637.

Representative Dean renewed his motion that HF 1637 be laid over for possible inclusion in the Health and Human Services Omnibus bill. The Motion PREVAILED.

Representative Pierson moved that HF 1639 be laid over for possible inclusion in the Health and Human Services Omnibus bill.

Representative Pierson and Betsy Parrell, Attorney, Mid-Minnesota Legal Aid, testified on HF 1639.

Representative Dean renewed his motion that HF 1639 be laid over for possible inclusion in the Health and Human Services Omnibus bill. The Motion PREVAILED.

Representative Zerwas moved that HF 161 be laid over for possible inclusion in the Health and Human Services Omnibus bill.

Representative Zerwas moved the A15-0401 amendment. The motion PREVAILED.

Representative Zerwas and Steve Larson, The Arc Minnesota, testified on HF 161, as amended.

Representative Zerwas renewed his motion that HF 161, as amended be laid over for possible inclusion in the Health and Human Services Omnibus bill. The Motion PREVAILED.
