GOVERNMENT OPERATIONS AND ELECTIONS COMMITTEE

MINUTES

Representative Peppin, Chair of the Government Operations and Elections Committee, called the sixtieth meeting to order at 9:04 a.m. on Friday, March 16, 2012, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF2861 (McElfatrick) Municipalities authorized to make grants to emergency medical services agencies.

Chair Peppin moved that HF2861 be recommended to pass and sent to the General Register.

Chair Peppin moved that HF2829 be recommended to pass and sent to the General Register.

HF2404 (Scott) Metropolitan Council staggered, four-year terms provided for members.

Chair Peppin moved that HF2404 be recommended to pass and sent to the General Register.

Chair Peppin moved the H2404A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

HF2398 (Anderson) Agriculture; pesticides, plants, nursery law, inspections, enforcements, food, animals, grain, and weights and measures provisions modified; Dairy Research, Teaching, and Consumer Education Authority established, food law enforcement provided for, technical and confirming changes made, obsolete provisions repealed, and penalties imposed.

Chair Peppin moved that HF2398 be recommended to pass and re-referred to the Ways and Means Committee.

Chair Peppin moved the H2398A14 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

HF2025 (Urdahl) Postsecondary enrollment options program expanded, and career and technical education task force established.

Representative Urdahl moved that HF2025 be recommended to pass and re-referred to the Higher Education Policy and Finance Committee.

Representative Urdahl moved the H2025A5 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

The committee heard testimony on HF2025, as amended.

Representative Urdahl renewed his motion that HF2025, as amended, be recommended to pass and re-referred to the Higher Education Policy and Finance Committee. THE MOTION PREVAILED.

HF2685 (Beard) Transportation policy and finance governing provisions modified, contingent appropriations made, fees set, statutes renumbered, and technical changes made.

Representative Beard moved that HF2685 be recommend to pass and re-referred to the Ways and Means Committee.

Representative Beard moved the H2685A15 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Beard moved the H2685A18 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Beard moved the H2685A19 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Nelson moved to orally amend HF2685 as follows:
Page 36, lines 1-6, delete entire lines

THE MOTION PREVAILED AND THE ORAL AMENDMENT WAS ADOPTED.

Representative Sanders moved to orally amend HF2685 as follows:
Page 49 line 10 delete the word "or"
Page 49, line 11 delete the ".", insert "; or and (3) is anything other than manufactured or modular housing."

Representative Sanders withdrew his amendment

Representative Beard renewed his motion that HF2685, as amended, be recommended to pass and re-referred to the Ways and Means Committee. THE MOTION PREVAILED.

HF2828 (Murray) Albert Lea authorized to offer industrial sewer charge rebates as an economic incentive.

Representative Murray moved that HF2828 be recommended to pass and sent to the General Register.

HF2704 (Daudt) State primary date changed from August to June, and primary elect

Representative Simon moved that HF2704 be recommended to pass and sent to the General Register.
