MINUTES

Representative Liebling, Chair of the Committee, called the meeting to order at 10:30 A.M. on March 7, 2024 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Bierman moved that the minutes of March 5, 2024 be approved. THE MOTION PREVAILED.

HF3533 (Fischer) Commissioner of human services required to develop county-administered rural medical assistance model, report required, and money appropriated.

Representative Fischer moved that HF3533 be laid over for possible inclusion in a committee omnibus bill.

Representative Fischer presented his bill.

Chair Liebling moved the H3533A2 Amendment.

Chair Liebling explained her amendment.

Testifying on the amendment:

2. Dr. Krishnan Subrahmanian, Chief Medical Officer, Hennepin Health

Representative Quam moved to divide the H3533A2 Amendment between lines 3.2 and 3.3 and requested the committee vote on the second part first.

Representative Quam moved the second part of the H3533A2 Amendment. THE MOTION PREVAIED AND THE SECOND PART OF THE H3533A2 AMENDMENT WAS ADOPTED.

Chair Liebling moved the first part of the H3533A2 Amendment. THE MOTION PREVAILED AND THE FIRST PART OF THE H3533A2 AMENDMENT WAS ADOPTED.

Chair Liebling laid over HF3533 as amended for possible inclusion in a committee omnibus bill.

HF4096 (Acomb) Groundwater thermal exchange device permit changes made.

Representative Acomb moved that HF4096 be laid over for possible inclusion in the committee omnibus bill.

Representative Acomb explained her bill.

Chair Liebling laid over HF4096 for possible inclusion in a committee omnibus bill.

HF4098 (Hemmingsen-Jaeger) Opiate product manufacturer reporting requirements amended, and opiate product registration fee determination process amended.

Representative Hemmingsen-Jaeger moved that HF4098 be laid over for possible inclusion in a committee omnibus bill.

Representative Hemmingsen-Jaeger moved the H4098A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Hemmingsen-Jaeger presented her bill as amended.

Chair Liebling laid over HF4098, as amended, for possible inclusion in a committee omnibus bill.

HF4099 (Hemmingsen-Jaeger) Relocation and change of ownership fees established for persons registered with or licensed by the Board of Pharmacy.

Representative Hemmingsen-Jaeger moved that HF4099 be laid over for possible inclusion in a committee omnibus bill.

Representative Hemmingsen-Jaeger presented her bill.

Chair Liebling laid over HF4099 for possible inclusion in a committee omnibus bill.

HF3529 (Reyer) Health maintenance organizations required to be nonprofit corporations organized under chapter 317A.

Representative Reyer moved that HF3529 be re-referred to the Committee on Commerce Finance and Policy.

Representative Reyer moved the H3529A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Reyer explained her bill as amended.

Representative Reyer renewed her motion that HF3529, as amended, be re-referred to the Committee on Commerce Finance and Policy. THE MOTION PREVAILED.
