PUBLIC SAFETY AND CRIMINAL JUSTICE REFORM FINANCE AND POLICY OMNIBUS PRESENTATION

Agenda:
Informational hearing on the Public Safety and Criminal Justice Reform Finance and Policy Omnibus, HF 2792 (Mariani) Public safety provisions modified including corrections, law enforcement, sexual offenders, controlled substances, DWI, vehicle operations, pretrial release, offender sentencing, Peace Officer Standards and Training Board, and various other provisions.

Notes:
- Public Testimony will not be taken.
- Amendments will not be taken at this time. Amendments to the Omnibus will be taken on Thursday. The Deadline for those amendments are Wednesday at noon.
- The Chair encourages advocates for executive agencies and bills contained in the omnibus to be available to provide information at the discretion of the Chair should their be a technical question.

HF 480 (O'Neill) Criminal sexual conduct definitions amended, criminal sexual conduct offenses expanded for persons in current or recent positions of authority over juveniles, affirmative defenses to criminal sexual conduct charges eliminated, and statute of limitations removed for felony criminal sexual offenses.

HF 341 (Mariani) Criminal sexual conduct; invasion of privacy crimes involving minors maximum penalty increased and predatory offender registration required; child pornography offense penalties increased; written justification for court-imposed stays of adjudication for sex offenses required; persons in positions of authority over juveniles and peace officers engaging in sexual activity with those in custody offenses expanded; voluntary relationship defense eliminated; and nonconsensual, intentional touching of another person's clothes buttock exclusion eliminated.
