AGRICULTURE FINANCE & POLICY COMMITTEE MINUTES

Representative Samantha Vang, Chair of the Committee on Agricultural Finance and Policy Committee, called the meeting to order at 1:01 PM on February 21, 2023, in Room 120 of the State Capitol Building.

The Committee Legislative Assistant noted the roll.

Representative Tabke moved to adopt the February 16, 2023, minutes. THE MOTION PREVAILED.

Presentation from the Minnesota Board of Animal Health providing a legislative update on the Farmed Cervidae Program and Chronic Wasting Disease.

Presenting:
• Dr. Erik Jopp, Assistant Director, Board of Animal Health

HF 911 (Hansen); Board of Animal Health modified.

Representative Hansen moved that HF 911 be laid over for possible inclusion in the Agriculture Finance and Policy Committee omnibus bill.

Representative Hansen presented HF 911.

Representative Anderson moved the A1 amendment. THE MOTION DID NOT PREVAIL.

Representative Burkel moved the A3 amendment. THE MOTION DID NOT PREVAIL.

Representative Burkel requested a roll call on the A3 amendment.

Representative Hansen renewed the motion that HF 911 be laid over for possible inclusion in the Agriculture Finance and Policy Committee omnibus bill. The bill was laid over.

HF 1202 (Becker-Finn); Animal health; data classified, owners of farmed Cervidae requirements modified, registrations prohibited, civil liability established, federal fund disposition modified, live-animal testing for chronic wasting disease required, Board of Animal Health duties transferred to the commissioner of natural resources, and money appropriated.

Chair Vang moved that HF 1202 be re-referred to the Judiciary Finance and Civil Law Committee.

Chair Vang moved the A8 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Becker-Finn presented HF 1202, as amended.

Representative Nelson moved the A4 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Nelson withdrew the A5 amendment.

Representative Burkel moved the A6 amendment.

Representative Burkel requested a roll call on the A6 Amendment.
