WAYS AND MEANS COMMITTEE

MINUTES

Representative Rena Moran, Chair of the Committee, called the remote Ways and Means Committee meeting to order at 9:32 A.M. on Monday, April 12, 2021, pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services and Facebook Live.

The Committee Legislative Assistant noted the roll.

Representative Olson moved to adopt the minutes from Tuesday, April 6, 2021. THE MOTION PREVAILED.


HF1077 (Hausman) Housing Omnibus

Representative Olson moved that HF1077 be recommended to be placed on the General Register.

Representative Hausman gave an overview of HF1077.

Representative Olson moved to adopt the H1077A6 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Following discussion, Representative Olson renewed the motion that HF1077, as amended, be recommended to be placed on the General Register, and that nonpartisan staff be directed to make any necessary technical corrections. A roll call was taken, and the results are as follows:

HF1079 (Lillie) Legacy Omnibus

Representative Lillie moved that HF1079 be recommended to be placed on the General Register.

Representative Olson, Vice Chair of the Committee, assumed the gavel at 10:30 A.M.

Representative Lillie moved to adopt the H1079A11 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Mark Johnson, Executive Director, Lessard-Sams Outdoor Heritage Council, offered testimony on HF1079.

Following discussion, Representative Lillie renewed the motion that HF1079, as amended, be recommended to be placed on the General Register, and that nonpartisan staff be directed to make any necessary technical corrections. A roll call was taken, and the results were as follows:

Vice Chair Olson moved HF752 before the committee.

Representative Tou Xiong gave an overview of HF752.

Following discussion, Vice Chair Olson laid over HF752 for further consideration.

Representative Moran, Chair of the Committee, assumed the gavel at 11:13 A.M.


HF1952 (Nelson, M) State Government Omnibus

Representative Nelson moved that HF1952 be recommended to be placed on the General Register.

Representative Nelson moved to adopt the H1952A4 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hassan moved to adopt the H1952A5 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED

Representative Nash moved to adopt the H1952A3 amendment and requested a roll call.

Representative Nash withdrew his request for a roll call vote.

Representative Nash renewed the motion to adopt the H1952A3 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Ecklund moved that the language contained in HF752 be incorporated into the State Government, Veterans, and Military Affairs Omnibus (HF1952) as separate articles.

Representative Nash requested a roll call. The results were as follows:

Representative Nelson moved that the language of HF1952, as amended, be incorporated into the State Government, Veterans, and Military Affairs Omnibus (HF1952) as separate articles. THE MOTION PREVAILED.

Representative Nelson renewed the motion that HF1952, as amended, be recommended to be placed on the General Register, and that nonpartisan staff be directed to make any technical corrections and amend the title. A roll call was taken, and the results were as follows:

Representative Bernardy moved that HF993 be recommended to be placed on the General Register.

Representative Bernardy moved to adopt the H0993A12 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Bernardy moved to adopt the H0993A13 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Nekey Oliver, Grants and Government Relations Manager, Office of Higher Education, offered testimony on HF993.

Following discussion, Representative Bernardy renewed the motion that HF993, as amended, be recommended to be placed on the General Register, and that nonpartisan staff be directed to make any necessary technical corrections. A roll call was taken, and the results were as follows:
