TRANSPORTATION FINANCE AND POLICY COMMITTEE

MINUTES


Representative Frank Hornstein, Chair of the Transportation Finance and Policy Committee, called the virtual meeting to order at 1:00pm on March 2, 2021, pursuant to House rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Rep. Petersburg moved to adopt the minutes from the February 25 and 26 meetings. THE MOTION PREVAILED.


HF 9 (Greenman) Voter registration related provisions modified; absentee voting provisions modified; system of early voting established; restriction on the number of voters an individual may assist on election day eliminated; voting instructions, sample ballots, and election judges required to be multilingual; standards governing access to Help America Vote Act funds modified; intimidation, deceptive practices, and interference with voter registration and voting regulated; campaign finance provisions modified; small donor political committees and funds regulated; small donor state match program established; Democracy Dollar coupon program established; candidate expenditures exempted; political contribution refund program repealed; campaign public subsidy program repealed; principles and procedures related to redistricting of congressional and legislative districts provided; penalties provided; reports required; and money appropriated.

Chair Hornstein moved that HF 9 be rereferred to the Higher Education Finance and Policy Committee.

Chair Hornstein moved that the H0009A13 amendment be adopted. THE AMENDMENT WAS ADOPTED.

Chair Hornstein moved that the H0009A14 amendment be adopted. THE AMENDMENT WAS ADOPTED.

Rep. Greenman gave an overview of HF 9, as amended.

Chair Hornstein moved that HF 607 be referred to the State Government Finance and Elections Committee.

Chair Hornstein moved that the H0607A2 amendment be adopted. THE AMENDMENT WAS ADOPTED.

Rep. Bahner gave an overview of HF 607, as amended.

Rep. Petersburg request a roll call vote.

Chair Hornstein renewed the motion that HF 607, as amended, be referred to the State Government Finance and Elections Committee. The results were as follows:

Chair Hornstein moved to lay over HF 1379.

Vice Chair Koegel gave an overview of HF 1379.

Vice Chair Koegel withdrew the H1379A1 amendment.

HF 964 (Hornstein) Motor vehicle title fee transfers, mileage disclosures, driver's license photograph variances, deputy registrar fees, and vehicle registration tax due date policies changed.

Chair Koegel moved to lay over HF 964.

Rep. Hornstein moved that the H0964A1 amendment be adopted.

Rep. Hornstein withdrew to the H0964A1 amendment.
