JUDICIARY FINANCE AND CIVIL LAW MINUTES

Representative Jamie Becker-Finn, Chair of the Committee on Judiciary Finance and Civil Law, called the virtual meeting to order at 8:30 AM on February 8, 2022 pursuant to House rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Frazier moved that the minutes of February 3, 2022 be adopted. THE MOTION PREVAILED.

Representative Feist moved that HF 341 be recommended to be re-referred to the Education Policy Committee.

Chair Becker-Finn moved that the H0341A1 be adopted.

Chair Becker-Finn moved an oral amendment to the H0341A1 amendment:
Page 1, Line 6, after “express” insert “digital or”
THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Chair Becker-Finn renewed the motion that the H0341A1, as amended, be adopted. THE MOTION PREVAILED. THE AMENDMENT AS AMENDED WAS ADOPTED.

Chair Becker-Finn moved that the H0341A2 be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Becker-Finn moved that the H0341A3 be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Becker-Finn moved that the H0341A4 be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Feist presented HF 341 as amended, a bill for an act relating to education; creating the Student Data Privacy Act; providing penalties; amending Minnesota Statutes 2020, section 13.32, subdivision 1, by adding subdivisions.

Representative Her presented HF 2945 as amended, a bill for an act relating to data practices; modifying criminal history checks done by cities and counties; amending Minnesota Statutes 2021 Supplement, section 299C.72, subdivision 2.

Representative Feist presented HF 2354 as amended, a bill for an act relating to judgments; enacting the Uniform Registration of Canadian Money Judgments Act adopted and recommended for passage by the National Conference of Commissioners on Uniform State Laws; proposing coding for new law in Minnesota Statutes, chapter 548.

Representative Feist renewed the motion that HF 2354, as amended, be placed on the General Register.
