STATE GOVERNMENT FINANCE & ELECTIONS COMMITTEE MINUTES

Representative Michael V. Nelson, Chair of the Committee, called the virtual State Government Finance & Elections Committee meeting to order at 8:30 AM, March 25, 2021 pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services and Facebook Live.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Elkins moved that the minutes from the committee meeting on March 18, 2021 be approved. THE MOTION PREVAILED.

Chair Nelson moved HF158 be held over for possible inclusion in a Committee Omnibus bill.

HF158 (Xiong, J.); Requiring voting instructions in certain languages other than English for use in in-person absentee voting.

The following testified on HF158:

The Honorable Steve Simon, Minnesota Secretary of State
Jessica Velasco, Regional Director – Southern Minnesota, Unidos MN

Chair Nelson held HF158 over for possible inclusion in a Committee Omnibus bill.

The following presented an overview of the Revised Governor’s Budget for Fiscal Year 2022-2023:

Brian Hornbecker, Executive Budget Officer, Minnesota Management & Budget

Chair Nelson moved HF2297 be held over for possible inclusion in a Committee Omnibus bill.

HF2297 (Vang); Establishing process for a legislator to request a racial equity impact note on legislation.

Chair Nelson moved Amendment H2297DE2. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Nelson reassumed the gavel at 9:32 AM.
