Representative Cheryl Youakim, Chair of the Committee, called the meeting to order at 10:02 AM on Monday, February 25, 2019 in Room 5 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

HF1005 (Pryor) – Conciliation conference requirements amended.

Representative Wazlawik moved that HF1005 be laid over for possible inclusion in an omnibus bill.

Representative Pryor introduced HF1005.

Sara Stack, Minneapolis Public Schools, testified in support of HF1005.
Jody Manning, PACER’s Parent Training and Information Center, testified in opposition to HF1005.
Sarah Clarke, PACER Center, testified on HF1005.

Representative Youakim renewed the motion that HF1005 be laid over for possible inclusion in an omnibus bill. THE BILL WAS LAID OVER.

HF853 (Torkelson) – Individualized education programs; functional behavior assessments allowed under certain circumstances.

Representative Erickson moved that HF853 be laid over for possible inclusion in an omnibus bill.

Representative Torkelson introduced HF853.

Representative Erickson moved that HF854 be laid over for possible inclusion in an omnibus bill.

HF1289 (Her) – Education prior written notice requirements removed.

Representative Her moved that HF1289 be laid over for possible inclusion in an omnibus bill.

Representative Her moved to adopt the H1289DE1 amendment. THE MOTION PREVAILED. THE AMENDEMENT WAS ADOPTED.

Cory McIntyre, Anoka-Hennepin Public Schools, testified in support of HF1289.
Sarah McClaren, parent of a child with disabilities, testified on HF1289.
Idil Abdull, parent of a child with disabilities, testified in opposition to HF1289.

Representative Gruenhagen moved the H1289A1 amendment.

Representative Gruenhagen withdrew the H1289A1 amendment.

Representative Youakim moved to refer HF1289, as amended, to the Committee on Government Operations. THE MOTION PREVAILED.

HF1390 (Moller) – Individualized education program requirements modified to permit student assessment performance reporting.

Representative Moller moved that HF1390 be laid over for possible inclusion in an omnibus bill.

Representative Moller introduced HF1390.

Representative Moller moved to adopt the H1390A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Youakim moved to refer HF1390, as amended, be to the Committee on Government Operations. THE MOTION PREVAILED.

HF1560 (Howard) – Paraprofessionals paid orientation required, paraprofessional training funding provided, and money appropriated.

Representative Youakim moved that HF1560 be laid over for possible inclusion in an omnibus bill.

Representative Her moved to adopt the H1560A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Howard introduced HF1560.

Cheryl Howard, Elk River School District, Retired SPED teacher, testified in support of HF1560.
Rebecca Wade, Roseville Area Schools, testified in support of HF1560.

HF1517 (Bennett) – Individualized education program requirements modified.

Representative Bennet moved that HF1517 be laid over for possible inclusion in an omnibus bill.

Representative Bennett moved the H1517A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Bennet introduced HF1517 as amended.

Laura Pingry-Kile, Director of Specialized Services, Carver County Schools, testified in support of HF1517.
Don McNeil, Parent of child with disabilities, testified in opposition to HF1517.
