MINUTES

Representative Mahoney, Chair of Committee on Jobs and Economic Development Finance and Policy, called the meeting to order at 12:32 PM, Thursday, March 21, 2013 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll; and a quorum was present.

Rep. Clark moved HF1294 (Clark) Youthbuild funding provided, and money appropriated, to be laid over on the Jobs Omnibus bill.

Testifiers: Tomaine Grissom, Participant; Jamaiya Barnett, participant; Hel Ian Htoo, Alumni of Youthbuild; Marie Assof, participant.

Rep. Clark renewed the motion to lay over HF1294 for possible inclusion on the Jobs Omnibus bill.

Rep. Newton moved HF959 (Newton) Deaf, hard-of-hearing, and deaf-blind transition and employment service funding provided, and money appropriated, for the possible inclusion on the Jobs Omnibus bill.

Rep. Newton renewed the motion to lay over HF959 for possible inclusion on the Jobs Omnibus bill.

Chair Mahoney moved HF678 (Hilstrom) Event ticket practices regulated, and minimum standards for consumer protection established, for possible inclusion on the Jobs Omnibus bill.

Chair Mahoney moved the H0678DE1 Amendment. Motion prevailed.

Chair Mahoney renewed the motion to lay over HF678, as amended, for possible inclusion on the Jobs Omnibus bill.

Rep. Atkins moved HF602 (Atkins) Additional unemployment benefit eligibility modified in cases of lockout, and penalties provided for organizations involved in lockouts.

Rep. Isaacson moved the H0602A3 Amendment. Motion prevailed.

Chair Mahoney moved an oral amendment: on page 3, delete section 5 (max rates) and section 6 (penalties). Motion prevailed.

The committee reconvened at 3:55 p.m.

Rep. Persell assumed the chair at 3:56 p.m.

Rep. Mahoney moved HF1359 (Mahoney) Worker's compensation various policy and housekeeping changes made, the first engrossment, for re-referral to the General Register.

Rep. Mahoney renewed the motion to move HF1359 to be moved to the General Register. Motion prevailed.

Chair Persell moved HF1482 (Hansen) Conservation Corps Minnesota money appropriated, for possible inclusion on the Jobs Omnibus bill.

Testifier: Len Price, Executive Director of the Minnesota Conservation Corps

Chair Persell moved HF1482 for possible inclusion on the Jobs Omnibus bill.

Gavel passed back to Chair Mahoney.

Rep. Albright moved HF758 (Albright) Adult basic education program representative added to the Workforce Development Council.

Testifier: Eric Nesheim, ED of MN Literacy Council, MN Literacy Action Network

Rep. Albright renewed the motion to lay over HF758 for possible inclusion on the Jobs Omnibus bill.

Chair Mahoney changed the motion, and moved HF758 to be passed and moved to the General Register. Motion prevailed.

Chair Mahoney called the meeting into a 10 minute recess at 4:50pm.

Chair Mahoney called the meeting back to order at 5:00 PM.

Chair Mahoney moved HF1256 (Anderson) Garfield; water treatment plant funding provided, bonds issued, and money appropriated, to pass and re-referred to Capital Investment. Motion prevailed.

Rep. Persell moved HF1349 (Persell) Opportunities industrialization centers money appropriated, to be laid over for possible inclusion on the Job Omnibus bill.

Rep. Persell renewed HF1349 to be laid over for possible inclusion on the Job Omnibus bill.

Rep. Isaacson moved HF1391 (Isaacson) Collaborative job-based education and apprenticeship program created, report required, and money appropriated, to be laid over for possible inclusion on the Job Omnibus bill.

Rep. Isaacson moved the A13-0320 amendment. Motion prevailed.

Rep. Clark moved HF1511 (Clark) Medical education and research cost funding directed, grant program for foreign-trained health care professionals established, and money appropriated for possible inclusion on the Job Omnibus bill.

Rep. Metsa moved to waive the 24 hour amendment rule. Rep. Clark moved to amend HF 1511A1. Motion prevailed.

Rep. Clark renewed the motion to move HF1511, as amended, to be laid over for possible inclusion on the Job Omnibus bill.

Chair Mahoney waived the 24-hour amendment rule.
Oral amendment: Chair Mahoney moved to delete section 2 and 3 from HF1511, with the intent that it’ll be picked up on the Job Omnibus bill. Motion prevailed.

Rep. Clark moved HF 1511 as amended to be re-referred to Health and Human Services. Motion prevailed.

Chair Mahoney moved HF1583 (Slocum) Fort Snelling Upper Post redevelopment funding provided, and money appropriated, to pass and be re-referred to Capital Investment.

Chair Mahoney moved amendment H1583A1. Motion prevailed.
