MINUTES

Representative Holberg, Chair of the Ways and Means Committee, called the meeting to order at 3:00 P.M. on May 11, 2011, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Holberg officially called the meeting to order at 3:03 P.M. A quorum was present.

Representative Garofalo moved to approve the minutes from the committee meeting on May 9, 2011. THE MOTION PREVAILED.

HF1270 (McDonald): E-charging expanded to include citations, juvenile adjudication, and implied test refusal or failure.

Representative Holberg moved HF 1270 be recommended to pass and be placed on the General Register.

Representative Holberg renewed her motion that HF 1270 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

HF955 (Cornish): Level III predatory offender Web site maintenance responsibility transferred from the Department of Corrections to the Bureau of Criminal Apprehension.

Representative Holberg moved HF 955 be recommended to pass and be placed on the General Register.

HF1023 (Smith): Courts, juvenile delinquency proceedings, child support calculations, protective orders, wills and trusts, property interests, protected persons and wards, receiverships, assignements for the benefit of creditors, and notice regarding civil rights provisions modified.

Representative Smith moved HF 1023 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

HF1088 (Drazkowski): State agency natural disaster response provisions modified.

Representative Holberg moved HF 1088 be recommended to pass and be placed on the General Register.

Representative Holberg moved to divide the H1088A5 Amendment by: Part 1, Page 1, line 2, Part 2, Page 1, line 3 through line 25. PART 1 WAS ADOPTED. Part 2 was laid on the table.

Representative Holberg renewed her motion that HF 1088, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

HF1061 (Urdahl): Outdoor heritage fund, clean water fund, parks and trails fund, and arts and cultural heritage fund funding provided; outdoor heritage provisions modified; accounts established; Clean Water Legacy Act modified; Clean Water Council membership and duties revised; State Capitol Preservation Commission established; appointments provided; and reporting and other requirements established for legacy fund recipients.

Representative Holberg moved HF 1061 be recommended to pass and be placed on the General Register.

Representative Holberg moved to orally amend the H1061A62 Amendment as follows:

Representative Gunther moved HF 611 be recommended to pass and be placed on the General Register.

Representative Gunther moved the H0611A2 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Gunther renewed his motion that HF 611, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

SF1130 (Pederson): Unemployment insurance and workforce development provisions modifications.

Representative Gunther moved SF 1130 be recommended to pass and be placed on the General Register.

Representative Gunther moved to delete the language in SF 1130 and insert the language of HF 1396 First Engrossment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Gunther renewed his motion that SF 1130, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

HF1170 (Gunther): Worker classification regulation, penalties, and fees modified.

Representative Gunther moved HF 1170 be recommended to pass and be placed on the General Register.

Representative Gunther moved the H1170A1 Amendment.

Representative Holberg laid HF 1170 on the table.

HF808 (Anderson): Anatomical gift $2 donation provided for public information and education, anatomical gift account created, and money appropriated.

Representative Beard moved HF 808 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.
