Release: Rep. Morrison’s PSYPACT legislation signed into law

Wednesday, May 26, 2021

St. Paul, MN– Yesterday, Governor Walz signed into law Rep. Morrison’s legislation SF 193, the Psychology Interjurisdictional Compact, which is an agreement between the State of Minnesota and other member states designed to facilitate the practice of psychology across state boundaries without having to become licensed in additional member states.

“Enacting this legislation into law comes at a critical time in our state's history,” said Rep. Morrison (DFL-Deephaven). “The pandemic only exacerbated the huge unmet need for mental health care in Minnesota. This new law will help address mental health care accessibility gaps and expand access to psychologists so that Minnesotans can get the care they need and deserve. I am proud to lead the charge on this important bipartisan initiative.

To practice telepsychology or temporarily practice face-to-face in compact states, psychologists can apply to the PSYPACT Commission, PSYPACT’s governing body. The compact became operational in 2019 when a seventh state enacted it. Right now, 20 states have enacted the compact, additional states are joining soon, and there is pending legislation to do so in others.
