Legislative Update – Time for Sunday Liquor Sales?

Thursday, January 19, 2017

Dear neighbors,

Monday was Martin Luther King Jr. Day and it feels as though the day has added meaning this year. This year I urgently feel the need for self-reflection, contemplation and conversation. For the third year in a row I joined my community at the United Theological Seminary in New Brighton to commemorate the compellingly life and power of Dr. Martin Luther King Jr., mixed with tragedy and hope. As I listened to Myrlie Evers-Williams—author, civil rights activist, and wife of murdered civil rights activist Medgar Evers—I couldn’t help the tears that formed in my eyes for I fear that we have really not come as far as we should have from these times. Martin Luther King, Jr., proclaimed that his dream for racial justice was "deeply rooted in the American dream." I urge us all to take a moment to reflect on the uncertain future, step up and step out to ensure that all Americans, no matter the color of their skin, the language they speak, or their ancestry have that equal opportunity to succeed and secure the American Dream.

Federal Agreement to Help Protect Minnesota’s Waters
As Minnesotans we value water. We are the land of 10,000 lakes - our farmers and businesses depend on access to clean water to grow our crops and be successful. We use our lakes and rivers to enjoy time with our family and friends- water drives our economy. That is why the signing of a state and federal partnership is such big news. The agreement will bring $350 million in federal money to Minnesota to match a $150 million investment to protect over 100 square miles of land critical to improving Minnesota’s water. The Pioneer Press printed a really nice story that you can read here.

New Brighton DMV Proposal
I am co-sponsoring a bill that would provide the City of New Brighton the authority to operate a full-service driver licensing office. New Brighton City Hall, which is currently serving as a limited driver’s license agent, would add a full service license counter.

This is an opportunity to fully utilize our New Brighton City Hall municipal services, and they are ready! Access to full service licensing is a win-win for New Brighton and neighboring residents. Right now New Brighton residents have to visit neighboring licensing bureaus- not always an easy or convenient task for many of our senior citizens. By providing expanded services the city will be able to provide vital services that will allow New Brighton and our neighboring licensing to centers provide the very best service to our communities.
The bill, HF 94, awaits a hearing on the Transportation and Regional Governance Policy Committee. To follow the progress of this bill click here.

Sunday Liquor Sales
For decades, lawmakers at the Capitol have debated whether Minnesota should retain the law that prohibits liquor stores from being open on Sunday. Year after year the push to repeal this law, thus allowing Sunday liquor sales has been defeated soundly. But it appears that perhaps change is in the air. This week a bill to authorize Sunday liquor passed out of a key committee by a vote of 15-4.

Objections came from unions and small businesses who’ve argued that opening an extra day would only increase labor expenses without increasing sales. Locally, St. Anthony and Columbia Heights both have municipally operated liquor stores with any profits from those stores supporting important city functions. Supporters believe consumers deserve to enjoy the convenience of purchasing wine, beer and spirits on Sundays just as they do for other products.

Metropolitan Regional Arts Council
Congratulations! The Metropolitan Regional Arts Council awarded a grant to Silverwood Park in St. Anthony. The $5000 grant supports the 2017 Silverwood on Stage season, a four-month season of performing arts and presentations. You can find more details about upcoming performances here. I was honored to present the award along with Senator Laine to Alyssa Baguss, Arts Programing Coordinator at Three Rivers Park District.

Below is a photo from the event which includes (from left to right) me, Senator Carolyn Laine, Alyssa Baguss (Silverwood Park-Three Rivers Park District), Penny Steele (District 1 Representative, Three Rivers Commissioner), Amy Crawford (Metropolitan Regional Arts Council).

Respectfully,
