Dear Neighbor,

Greetings from Elko-New Market, where I am staying busy with a steady mix of legislative work, my "day job," and family life.

I recently attended another round of stops with the Capital Investment Committee. Look for more information on that in the near future.

As for other news from the Capitol, a meeting took place this week to discuss the subject of REAL ID which has recently received attention in the local news media concerning the use of driver's licenses when flying on commercial airlines. There are many aspects to address as a course of action is determined to comply with new federal regulations. Questions regarding upholding public safety and maintaining privacy are at the forefront. One thing worth noting is there is no federal database for REAL ID and Minnesota would remain responsible for maintaining information as it is today.

We in Minnesota already have and have issued "enhanced driver's licenses" which, if eventually approved by the federal government, could be used to meet REAL ID requirements. There is a slight additional charge for the enhanced license, something you might want to explore if you are concerned with the recent press the issue is receiving.

As the issue is debated in the Legislature in the future the state also could offer an opt-out version for people who don't want to get a REAL ID, with the understanding the "non-compliant" ID will not be sufficient for flying on commercial airlines, or entering federal buildings or nuclear facilities.

Stay tuned as this subject develops.

On another note, I would like to pass along information regarding a great opportunity for high school juniors through the Capitol page program. High school pages attend meetings with legislators, assist members during the session, participate in mock committee sessions and more. There are seven four-day sessions available in 2016, stretching from mid-March until mid-May.

This is one of only a select few programs in the nation to provide young people with such an in-depth look into state government. Stipends are available to defray expenses. The application deadline is Dec. 4.

I encourage you to share this message with any students that may be interested in participating. More information is available at this link or by calling (651) 296-7452. Local schools also may be able to provide further guidance.

I also want to let livestock producers know they can apply for livestock investment grants available through the Minnesota Department of Agriculture.

Grants are available to Minnesota livestock farmers for expenses incurred between Aug. 1, 2015 and June 30, 2017. Producers can be reimbursed 10 percent of the first 500,000 of investment in their operation, with a minimum $4,000 investment.

This applies to expenses related to the purchase, construction or improvement of livestock buildings or facilities, the purchase of fencing, as well as feeding or waste management equipment. You also may apply if you suffered a loss due to natural disasters or unintended consequences.
