RELEASE: Minn. House approves Human Services Policy Bill

SAINT PAUL – This afternoon, the Minnesota House of Representatives passed HF 11, the Human Services Policy Bill. The bill, authored by Rep. Rena Moran (DFL – Saint Paul), chair of the House Health and Human Services Policy Committee, makes a variety of changes related to early childhood programming, services for people with disabilities, child protection, civil commitment and more.

“This bill is intended to do as much good as possible for people who count on critical services and makes some long-overdue changes to help Minnesotans navigate our human services system,” Rep. Moran said. “Many of the provisions in this legislation are highly technical, but are important to get to the governor’s desk. I appreciate our committee’s hard work this past session to reach a bipartisan consensus on these initiatives.”

Among many other items, the legislation includes provisions such as:

  • Numerous Early Childhood provisions;
  • Changes to the Family Assets for Independence in Minnesota (FAIM) program;
  • Clarification of the Medical Assistance excess income standard;
  • Several Department of Human Services (DHS) policy proposals;
  • A comprehensive revision of Minnesota’s civil commitment language; and
  • A reorganization of the Maltreatment of Minors Act (MOMA)
