RELEASE: Minn. House expected to approve Health Care Policy Bill

SAINT PAUL – This evening, the Minnesota House is expected to approve SF 3560, the House Health Care Policy Bill. The bill, authored by Rep. Rena Moran (DFL – Saint Paul), the chair of the House Health and Human Services Policy Committee, makes a variety of improvements to health care delivery and Minnesotans’ overall health and wellbeing.

“Overall, our state’s health care policy should aim to improve the lives of Minnesotans, and never has this been more important than during the pandemic we’re currently experiencing,” Rep. Moran said. “This legislation addresses many complex issues, and I’m proud we came together through a bipartisan lens to advance these important solutions during a time in which we’ve all faced unique challenges. We will continue working to ensure every Minnesotan can access the quality, affordable health care they deserve.”

Provisions in the bill include:

  • Ability for substance use disorder treatment providers to use telemedicine for required exams during the COVID-19 emergency
  • Authorization for pharmacists to administer COVID-19 vaccines – should one be created – just as they’re able to for flu vaccines
  • Ability for physician assistants to practice without delegation agreements
  • Expansion of breast and cervical cancer programs under Medical Assistance coverage
  • Ability for pharmacists to prescribe oral contraceptives, nicotine replacement products, and the opiate antagonist naloxone
  • Authorization for the Board of Pharmacy to work directly with the University of Minnesota to quickly stand up the state’s prescription drug repository
  • Several modifications to the medical cannabis program
