Dear Neighbors,
A week remains in the 2016 legislative session and three key issues are unresolved: transportation, taxes, and bonding. Our work will continue until bills are passed or the clock runs out. We must adjourn by Monday, May 23.
Transportation Update
There have been a total of 5 meetings of the House and Senate Transportation Conference Committee this year. The Senate presented the first offer of this year on May 6 and the House sent a counter-offer on May 11. No offers have been accepted.
The Governor met today with Legislative leaders from the House and Senate to offer 2 compromises on a transportation plan that would keep funding ongoing for our roads, bridges and transit. You can read about these proposals here.
Taxes Update
The Senate passed their Tax bill on May 11 and major provisions of their bill includes paid family leave, federal tax conformity, expansion of the Working Family Credit, and a student loan credit. The House’s tax bill is still “alive” from 2015, however, the Taxes House and Senate Conference Committee has not convened yet this year to hash out the differences within each bill.
Bonding Update
According to the Minnesota Constitution, a bonding bill requires a 3/5 majority vote for passage. On May 5, the Senate’s $1.5 billion bonding bill failed by one vote. The House Majority has not yet revealed their plan for a $600 million bonding bill.
Negotiations on these issues cannot begin until budget targets are agreed upon between the House and Senate.
