This week we have made progress toward more government reforms that will benefit many Minnesotans. Rep. Fabian has authored HF 2095 in regards to the environmental permitting process. Our businesses and local governments continue to struggle with some permitting. We must make sure that we are doing more to make permitting less difficult and less costly. This bill is an effort to keep jobs here in Minnesota and thus stimulate our economy while continuing to protect the environment. Last year we made great bi-partisan progress toward getting environmental reviews done quicker, and this year our goal is to continue assisting our business community and local governments who need permits. A bill has also been introduced that will continue to pay back the education shift. The $1.2 billion budget surplus allows us to put kids first and start paying back the education shift. With this bill we are paying back all of last year’s shift and starting payments on the debt left on schools by the previous DFL-controlled Legislature. This would also allow the state to tap $1.2 billion of cash in reserves to pay back all of the additional $430 million in the education shift passed as part of the budget agreement with Governor Dayton last year. We would also be able to make the first repayment of the $2 billion education shift Democrats passed when they controlled the Legislature in 2010.
