Special Session Adjourns

Saturday, June 20, 2020

Rep. Noor

Neighbors,

I’m very disappointed that the Senate adjourned the special session without completing the vital work we had before us. I do believe we will be back at the Capitol soon because we must address the racial inequities in the state, help our communities recover from the devastation and assist Minnesotans during the COVID-19 pandemic. I remain committed to working toward building a Minnesota where everyone is valued and treated equally under the law.

Yesterday, the House did take significant steps to rebuild our Minneapolis neighborhoods impacted by the civil unrest by passing two important measures:

On Friday, the PROMISE Act (Providing Resources, Opportunity and Maximizing Investments in Striving Entrepreneurs), of which I am chief author, was approved by the House. The PROMISE Act is a comprehensive plan to help businesses rebuild and recover, many of which are Black, immigrant, and communities of color owned. Unfortunately, the Senate Republicans did not consider the measure.

You can view my House floor comments and read my news release.

The legislation would:

  • Create a special panel to review cases and provide direct compensation to impacted individuals.
  • Partner with cities and community organizations to create economic relief programs for impacted businesses and organizations.
  • Give local units of government flexibility and tools to prevent gentrification.
  • Direct the Minnesota Department of Commerce to assist business owners and require insurance companies to notify the department of any rejected claims.
  • Help with the rising cost of leases for eligible residential and commercial properties.
  • Eliminate the sales tax on the purchase of construction materials used to rebuild damaged or destroyed properties.
  • Provide property and sales tax cuts for eligible properties.
  • Establish a “Metropolitan Area Redevelopment Corporation” to create a long-term plan for equity-driven redevelopment and transformation.

Police Accountability Act approved by House

Early Friday morning the House passed the Minnesota Police Accountability Act of 2020, a comprehensive legislative package crafted in response to the killing of George Floyd by a Minneapolis police officer. As a member of the People of Color and Indigenous (POCI) caucus, I was honored to author this racial justice and police accountability measure with my legislative colleagues. The Senate passed a separate bill that was a shadow of our version and did not contain the important pieces needed.

You can view my speech on the House floor and read my statement on the bill.
