COVID-19 Assistance Package Approved

Monday night, the legislature approved a new economic assistance package designed to help small businesses and workers facing challenges as a result of COVID-19. The legislation includes direct financial aid to the hardest hit businesses and helps protect economic security for workers by extending unemployment benefits. Gov. Walz signed the bill into law on Wednesday.

Key pieces of the assistance package:

  • A 13-week extension of unemployment benefits. Without this legislative action, over 100,000 Minnesota workers were on track to lose benefits on December 26 when funding under the federal CARES Act expires.
  • $88 million of financial aid to businesses experiencing economic harm due to the pandemic. Those eligible businesses include restaurants, bars, coffee shops, breweries, wineries and distilleries with taprooms or tasting rooms, caterers, bowling alleys, and some gyms and fitness centers.
  • $14 million worth of grants to movie theaters and large convention centers.
  • $114.8 million for county grants to other affected businesses, including hotels, museums, arcades and live theater venues.
  • Waiver or delay of a series of fees for the hospitality industry, including 2 a.m. liquor licenses for bars, caterers that serve alcohol, wastewater permitting fees for small breweries, and certain late payment penalties for food related businesses.

Updated Rules for Restaurants, Bars, Gyms, and Other Venues

On Wednesday, Governor Walz provided an update for bars, restaurants, gyms, and other venues staring on December 19:

  • Bars, restaurants, and breweries: Will remain closed for indoor dining, but they may open for outdoor service at 50 percent capacity or up to 100 people.
  • Gyms and fitness studios: May open for individual exercise at 25 percent capacity, or 100 people maximum.
  • Youth and adult sports: Practices can resume January 4.
  • Outdoor entertainment venues: Open at 25 percent capacity, up to 100 people maximum.
  • Social Gatherings: Minnesotans may gather inside with one other household up to 10 people. If outside, social gatherings may include up to two additional households (three total) with a maximum of 15 people. Masking and social distancing is strongly encouraged.

$195 million in affordable housing announced

Yesterday, Gov. Walz, Lt. Gov. Flanagan and Minnesota Housing Commissioner Jennifer Ho announced funding selections and project advancements to create and preserve nearly 2,400 homes throughout the state which includes rental units and single-family homes. For more on the announcement, click here

We all know that nothing goes right without a safe place to live. As chair of the Housing Finance and Policy Division, our committee will continue to work with advocates and other partners to bring an end to homelessness.

Unemployment for student workers

The Minnesota Court of Appeals recently ruled that the Pandemic Unemployment Assistance program, under the federal CARES Act, does in fact apply to student workers and therefore unemployment benefits are now available for students whose employment was impacted by the COVID-19 pandemic. Payments are being made retroactively. Student workers are encouraged to apply at www.uimn.org before December 26. More information is available from Youthprise.
