Major State Aids & Taxes: Human Services Aid

Program Description

Human services aid is the total amount of state aid for human services programs, including all income maintenance and social service programs. Although the federal government and the counties contribute money to programs in varying degrees, the amounts in this report reflect only the state's share of the human services costs.

Aid Amount and Reporting

2014 Human Services Aid: $5.7 billion

The state's share of the human services expenditures for calendar year 2014 is $5,737,904,894. The statewide amounts by program are listed below.

(A small amount of MinnesotaCare subsidies are identified by county ($145,081 in 2014). This amount is included in the state total.) This amount is included in the state total. MinnesotaCare subsidies are reported on a case basis so calendar year 2014 amounts may include adjustments to prior calendar years.

State MFIP spending shown here is before offsetting any current year child support collections applied against current and prior years' MFIP payments. In calendar year 2014, MFIP spending in Minnesota totaled $348.8 million ($255.1 million federal, $66.2 million state, $27.6 million county), and offsetting child support collections totaled $38.4 million, one-half offset federal costs and one-half offset state costs.

The human services amounts, other than MinnesotaCare, are not available by county in three cases:

  • Des Moines Valley Health and Human Services (DVHHS) --- Cottonwood and Jackson
  • Human Service Board---Faribault and Martin
  • Southwest Health and Human Services (SWHHS)---Lincoln, Lyon, Murray, Pipestone, Redwood, and Rock

In these three groups, human services aid is administered through a "home" county: Jackson in DVHHS, Martin in the Human Services Board, and Lyon in SWHHS. The total human service amount for DVHHS is $25.5 million and for the Human Service Board, $40.4 million, and for SWHHS is $78.3 million. An amount for these ten counties was estimated using population, and this amount appears in the county tables.
