MINUTES

Representative Jennifer Schultz, Chair of the Committee, called the meeting to order at 10:30 am on March 11th, 2021 remotely via Zoom and broadcast via House Public Information Services.


The Committee Legislative Assistant noted the roll.

A quorum was present.

Rep. Boldon moved that the minutes from March 10th, 2021 be adopted. THE MOTION PREVAILED.

HF780 (Reyer) Housing support bed moratorium modified.

Chair Schultz moved to adopt the Division Report from the Preventing Homelessness Division. THE REPORT WAS ADOPTED.

• Danielle Fox, Adult Social Services Manager, Scott County

Chair Schultz moved that HF780 be laid over for possible inclusion in a budget omnibus.

HF945 (Youakim) Special education social work service third-party reimbursement modified.

• Cathy Dalnes, Manager, School Social Work Services, Minneapolis Public Schools

Chair Schultz moved that HF945 be laid over for possible inclusion in a budget omnibus.

HF1685 (Nelson, M) Service Employees International Union (SEIU) healthcare agreement ratified.

Chair Schultz moved that HF1685 be laid over for possible inclusion in a budget omnibus.

HF1102 (Hanson, J) Home and community-based waiver assessment requirements modified for people temporarily entering health care facilities.
Testifiers:
• Joe Clubb, Vice President of Operations for Mental Health and Addiction Services, Allina Health
• Sue Hanson, Parent advocate, NAMI member

Rep. Fischer moved to adopt the Division Report from the Behavioral Health Division. THE REPORT WAS ADOPTED

Rep. Hanson moved that HF1102 be placed on the General Register as recommended.

Chair Schultz stated a roll call vote would be taken. The results were as follows:

Chair Schultz moved the A21 Amendment. THE AMENDMENT WAS ADOPTED.

Chair Schultz moved that HF335, as amended, be laid over for possible inclusion in a budget omnibus.

Rep. Fischer moved to adopt the Division Report from the Behavioral Health Division. THE REPORT WAS ADOPTED
