HEALTH FINANCE AND POLICY COMMITTEE

MINUTES

Representative Tina Liebling, Chair of the Committee, called the virtual Health Finance and Policy Committee meeting to order at 3:00 P.M. on April 6, 2021 pursuant to House rule 10.01. The meeting is being broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Huot moved that the minutes of March 24, 2021 be approved. THE MOTION PREVAILED.

HF2128 (Liebling) Health care, human services, and licensing and background study provisions modified; health and human services budget established; technical and conforming changes made; money transferred; and money appropriated.

Chair Liebling moved that HF2128 be heard and laid over.

Chair Liebling moved the H2128DE1 amendment.

Doug Berg, House Fiscal Analyst, presented an overview of the H2128DE1 proposal tracking spreadsheet.

Randall Chun, House Research Staff, gave an overview of Articles 1, 5 and 7.

Sarah Sunderman, House Research Staff, gave an overview of Article 2.

Elisabeth Klarqvist, House Research Staff, gave an overview of Articles 3, 4 and 6.

Chair Liebling laid over HF2128 and H2128DE1 for further discussion.

The meeting was adjourned at 4:25 P.M.

Overview/Walk-Through of the Delete Everything Amendment
Agency Testimony

The DE to HF2128 will be the Health Committee's finance bill. The language of the DE Amendment will be sent out early next week.

Members of the public who are interested in testifying on the DE Amendment should contact Patrick McQuillan at patrick.mcquillan@house.mn by 3 pm on Tuesday, April 6th and let him know which Articles/sections of the bill you would like to speak to. Please include: "Public Testimony HF2128" in the subject line. Testimony will continue on Wednesday, April 7th. Testimony will be limited to two minutes. Written testimony will be accepted.

Items may be added/removed.
