MINUTES

Representative John Huot, Vice Chair of the Committee, called the virtual Health Finance and Policy Committee meeting to order at 3:00 P.M. on February 23, 2021 pursuant to House rule 10.01. The meeting is being broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Reyer moved that the minutes of February 22, 2021 be approved. THE MOTION PREVAILED.

Matt Anderson, Assistant Commissioner, Health Care Administration/State Medicaid Director, Minnesota Department of Human Services presented an overview of the Governor’s budget proposal making changes to the Non-Emergency Medical Transportation system in Minnesota.

HF1268 (Richardson) Healthy development of babies during pregnancy and postpartum grant for black, indigenous, or people of color families funding provided; and money appropriated.

Vice Chair Huot moved that HF1268 be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.

Representative Richardson presented her bill.

Testifying:

2. Sameerah Bilal-Roby, Director, Wilder African American Babies Coalition and Projects (AABC), Integrated Care High Risk Pregnancy’s Initiative (ICHRP), Wilder Economic Stability and Aging Services (ESAS)
Vice Chair Huot laid over HF1268 for possible inclusion in the Committee bill.

Chair Liebling assumed the gavel at 3:43 P.M.

Julie Marquardt, Deputy Assistant Commissioner for Health Care and Neerja Singh, Behavioral Health Clinical Director, both from the Minnesota Department of Human Services (DHS) gave a summary of the DHS report on Telemedicine Utilization During COVID-19.

The meeting was adjourned at 4:29 P.M.
