HEALTH FINANCE AND POLICY COMMITTEE

MINUTES

Representative Tina Liebling, Chair of the Division, called the virtual Health Finance and Policy Committee meeting to order at 3:00 P.M. on February 17, 2021 pursuant to House rule 10.01. The meeting is being broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Diogo Reis, Fee-for-Service Policy and Rates Manager and Matt Anderson, Assistant Commissioner, Health Care Administration/State Medicaid Director, both from the Minnesota Department of Human Services gave a presentation on dental services in public programs.

HF838 (Bierman) Adult dental service medical assistance coverage expanded to include periodontal disease nonsurgical treatment.

Representative Bierman requested that HF838 be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.

Representative Bierman presented his bill.

Chair Liebling laid over HF838 for possible inclusion in the Committee bill.

SF475 (Freiberg) COVID-19; dentists authorized to administer coronavirus vaccinations.

Representative Freiberg moved that SF475 be recommended to pass and be re-referred to the General Register.

Representative Freiberg moved the S0475A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Freiberg presented his bill.

Kris Ehresmann, Director, Infectious Disease Epidemiology, Prevention and Control, Minnesota Departmetn of Health, responded to member questions.

Representative Freiberg renewed his motion that SF475 be recommended to pass, as amended, and be sent to the General Register.

Chair Liebling stated there would be a roll call vote. The results were as follows:

HF620 (Demuth) Health professional education loan forgiveness program eligibility requirements modified, greater Minnesota general practice dental residency grant program established, and money appropriated.

Representative Demuth moved that HF620 be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.

Representative Demuth moved the H0620A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Demuth presented her bill.
