LOCAL GOVERNMENT DIVISION MINUTES

Representative Sandra Masin, Chair of the Division on Local Government, called the virtual meeting to order at 8:30 AM on March 17th, 2021 pursuant to House rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

Lead Quam moved that the minutes from March 10th, 2021 be adopted. THE MOTION PREVAILED.

Vice Chair Elkins presented HF 89 a bill for an act relating to elections; providing for ranked-choice voting in elections for federal and state offices; authorizing jurisdictions to adopt ranked-choice voting for local offices; establishing procedures for adoption, implementation, and use of ranked-choice voting; allowing municipalities to use electronic voting systems with a reallocation feature; authorizing rulemaking; amending Minnesota Statutes 2020, sections 204B.27, by adding subdivisions; proposing coding for new law in Minnesota Statutes, chapter 206; proposing coding for new law as Minnesota Statutes, chapter 204E.
