STATE GOVERNMENT FINANCE & ELECTIONS COMMITTEE MINUTES

Representative Michael V. Nelson, Chair of the Committee, called the virtual State Government Finance & Elections Committee meeting to order at 8:30 AM, January 28, 2021 pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services and Facebook Live.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Klevorn moved that the minutes from the committee meeting on January 26, 2021 be approved. THE MOTION PREVAILED.

Chair Nelson moved HF23 be laid over for possible inclusion in a committee omnibus bill.

HF23 (Davnie); requiring the secretary of state to amend rules to recognize a medical bill as a proof of residence on election day; authorizing rulemaking.

Chair Nelson laid HF23 over for possible inclusion in a committee omnibus bill.

Representative Greenman moved HF9 be referred to the Committee on Judiciary Finance & Civil Law.

HF9 (Greenman); modifying provisions related to voter registration; absentee voting; establishing a system of early voting; eliminating a restriction on the number of voters an individual may assist on election day; modifying standards governing access to Help America Vote Act funds; regulating intimidation, deceptive practices, and interference with voter registration and voting; campaign finance; regulating small donor political committees and funds; establishing a small donor state match program; establishing a Democracy Dollar coupon program; exempting certain candidate expenditures from aggregate expenditure limits; repealing the political contribution refund program; repealing the campaign public subsidy program; providing principles and procedures related to redistricting of congressional and legislative districts; establishing a criminal penalty; requiring reports; appropriating money.

Representative Greenman moved Amendment H0009A2. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
