MINUTES

Representative Rick Hansen, Chair of the Environment and Natural Resources Finance and Policy Committee, called the virtual meeting to order at 1:00 P.M. March 29, 2022, pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Keeler moved that the minutes for March 25, 2022, be adopted. THE MOTION PREVAILED.

Chair Hansen moved that HF 2661 (Hollins) be recommended to be re-referred to the Workforce and Business Development Finance and Policy Committee.

Representative Hollins presented HF 2661; Zero-waste grant program created, reports required, and money appropriated.
Testifying on HF 2661:
- Emily Barker, Executive Director, ReUse Minnesota.
- Jane Dow, Mankato Zero Waste.
- Amanda LaGrange, CEO, TechDump.
- Dave McNary, Partnership on Waste and Energy.

Chair Hansen renewed his motion that HF 2661 be recommended to be re-referred to Workforce and Business Development Finance and Policy Committee.

Chair Hansen directed the clerk to take the roll on HF 2661.

Chair Hansen moved the HF 3174 (Sundin) be laid over for possible inclusion in an omnibus bill.

Representative Sundin presented HF 3174; Pollution Control Agency prohibited from registration of precast reinforced concrete sewage tanks containing repaired drainage holes.

Testifying on HF 3174:
- David Christian, Quality Control Manager, Del Zotto Products of MN, Inc.
- Dana Vanderbosch, Water Policy and Agriculture Division Assistant Commissioner, Minnesota Pollution Control Agency (MPCA).

Chair Hansen renewed his motion that HF 3174 be laid over for possible inclusion in an omnibus bill. The bill was laid over.

Chair Hansen moved that HF 4482 (Sundin) be laid over for possible inclusion in an omnibus bill.

Representative Sundin presented HF 4482; Elk reintroduction funding provided, and money appropriated.

Testifying on HF 4882:
- Kevin Dupuis, Chairman, Fond du Lac Band of Lake Superior Chippewa.
- Craig Sterle, Volunteer, Izaak Walton League of America.

Chair Hansen renewed his motion that HF 4482 be laid over for possible inclusion in an omnibus bill. The bill was laid over.

Chair Hansen moved that HF 2211 (Agbaje) be laid over for possible inclusion in an omnibus bill.

Chair Hansen moved that the DE1 amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representatives Agbaje and Hornstein presented HF 2211, as amended, Multifamily building composting encouragement and increase pilot project grant funding provided, and money appropriated.

Testifying on HF 2211, as amended:

- Dave McNary, Assistant Director, Partnership on Waste and Energy

Chair Hansen renewed his motion that HF 2211, as amended, be laid over for possible inclusion in an omnibus bill. The bill was laid over.

Representative Lippert moved that HF 4537 (Lippert) be laid over for possible inclusion in an omnibus bill.

Representative Lippert presented HF 4537; Peat soil protection, restoration, and enhancement goal established.

Representative Lippert renewed his motion that HF 4537 be laid over for possible inclusion in an omnibus bill. The bill was laid over.

Chair Hansen adjourned the committee at 2:43 P.M.
