HOUSE OF REPRESENTATIVES NINETY-SECOND SESSION

COMMERCE FINANCE AND POLICY COMMITTEE

Representative Zack Stephenson, Chair of the Commerce Finance and Policy Committee, called the virtual meeting to order at 3:00 PM on April 6, 2021 pursuant to House rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

Representative Kotyza-Witthuhn moved to approve the minutes from the committee meeting on March 26, 2021. THE MOTION PREVAILED.

HF1031 (Stephenson); Governor's budget for Department of Commerce and Public Utilities Commission activities established, commerce and energy policy governing provisions modified, and money appropriated.

Larie Ann Pampuch, House Research Department, presented the provisions in the commerce omnibus bill.

Solveig Beckel, House Fiscal Analysis, presented the fiscal appropriations in the commerce omnibus bill.

HF 1031 (Stephenson) - The DE 9 Amendment to HF 1031 will be the Commerce Omnibus Finance Bill - Governor's budget for Department of Commerce and Public Utilities Commission activities established, commerce and energy policy governing provisions modified, and money appropriated.

Note: HF 1031 serves as the vehicle bill for the Commerce Omnibus Finance Bill, the text of which is encompassed in the DE 9 amendment.

SCHEDULE: A walk-through of the bill and public testimony will be taken on Tuesday, April 6th from 3-4:30 PM. Mark-up and committee vote on the bill will be on Wednesday, April 7th from 3-4:30 PM.

TESTIMONY: To request to testify, please email the Committee Administrator as soon as possible (no less than 24 hours ahead of time strongly preferred, but not required) at adeline.miller@house.mn. To submit written testimony to be included in the official record, please email the Committee Administrator no later than 24 hours after the hearing adjourns. To have materials included in the members’ digital folders and posted online before committee, they must be submitted to the Committee Administrator by 2:00 pm the day of the hearing.
