PUBLIC SAFETY AND CRIMINAL JUSTICE REFORM FINANCE AND POLICY DIVISION

MINUTES

Representative Mariani, Chair of the Public Safety and Criminal Justice Reform Finance and Policy Division, called the meeting to order at 12:47 P.M. on February 20th, 2020, in room 120 of the State Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Presentation by Professors Jillian Peterson and James Densley on Criminal Justice Responses to Mental Illness and Mass Shootings.

HF 1864 (Munson) – Presentence investigation reports inclusion of brain injury information authorized.

Representative Munson presented HF1864.

Representative Miller moved to amend HF1864 with the A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Mariani laid HF 1864 over, as amended, for possible inclusion in an omnibus bill.

HF 3411 (Edelson) – Civil Commitment governing provisions modified, engagement services pilot project established, and money appropriated.

Representative Edelson moved to amend HF3411 with the A20 DE Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Testifiers in regards to HF3411:
Sue Abderholden, Executive Director at the National Alliance on Mental Illness.
John Kirwin, Assistant Hennepin County Attorney.
Sam Smith, National Alliance on Mental Illness.

Representative Edelson moved to re-refer HF 3411, as amended, to the Judiciary and Civil Law Division. THE MOTION PREVAILED.

The meeting adjourned at 2:34 P.M.
