MINUTES

Representative Mariani, Chair of the Public Safety and Criminal Justice Reform Finance and Policy Division, called the meeting to order at 12:50 P.M. on February 13th, 2019, in room 120 of the State Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Presentation on the Sentencing Guideline Commission and Probation.

Presenting the Overview:
Kelly Mitchell, Executive Director at the Robina Institute of Criminal Law and Criminal Justice.

HF 997 (Long) Offenders sentenced to probation and length of probation guidance provided, and data integration for probation provided.

Representative Long moved to amend HF997 with amendment A19-0028. THE MOTION PREVAILED AND AMENDMENT WAS ADOPTED.

Representative Long presented HF997.

HF 1028 (O'Neill) Grant program to access local programs to address technical violations by nonviolent controlled substance offenders expanded, report required, and money appropriated.

Chair Mariani moved to amend HF1028 with the A19-0019 amendment as follows: Page 1, line 7, delete “15” and insert “13”. THE MOTION PREVAILED.

Chair Mariani moved to amend HF1028, as amended, with the A19-0019 amendment. THE MOTION PREVAILED AND AMENDMENT WAS ADOPTED.

Representative O’Neill presented HF1028.
