Representative Mariani, Chair of the Public Safety and Criminal Justice Reform Finance and Policy Division, called the meeting to order at 12:45 P.M. on January 29th, 2019, in room 120 of the State Capitol Building. A quorum was present.

Representative Considine moved that the minutes of the January 23nd and 24th, 2019 meeting be approved. THE MOTION PREVAILED.
HF15 (Stephenson) repeals the voluntary relationship defense in sex offense cases, removing the “marital rape” exception.

Lyndsay Brice, Interim Staff Attorney of the MN Coalition Against Sexual Assault.
Representative Long moved that HF15 be returned to the Ways and Means Committee with a recommendation that it be re-referred to the Judiciary Finance and Civil Law Division. THE MOTION PREVAILS.
HF70 (Kunesh-Pudein) Task Force on Missing and Murdered Indigenous Women created, annual report on violence against indigenous women and girls required, and money appropriate.
Nicole Matthews, Executive Director of the MN Indian Women’s Sexual Assault Coalition.
Kate Weeks, Office of the Governor; Executive Director for Public Safety.
Representative Dehn moved that HF70 be returned to the Ways and Means Committee. THE MOTION PREVAILS.
