MINUTES

Representative Cheryl Youakim, Chair of the Committee, called the meeting to order at 2:33 P.M. on, Tuesday, March 3, 2020, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Sandell moved that the minutes of February 28, 2020 be adopted. THE MOTION PREVAILED.


HF 2968 (Freiberg) School referendum election maximum notice period extended from 30 to 45 days.

Representative Sandell moved HF 2968 be recommended to be placed on the General Register.

Representative Freiberg presented HF 2968.

Scott Croonquist, Executive Director of the Association of Metro School Districts, and Kim Lewis, Director of Government Relations from the Minnesota School Board Association testified in support of the bill.

Chair Youakim renewed Representative Sandell’s motion that HF 2968 be recommended to be placed on the General Register. THE MOTION PREVAILED.


Representative Kunesh-Podein assumed the Chair at 2:40 P.M.

HF 3455 (Youakim) Education; provisions pertaining to state assessments reorganized.

Representative Youakim moved HF 3455 be recommended to be placed on the General Register.

Representative Youakim moved the A2 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Youakim presented HF 3455 and took questions on the bill.

Adosh Unni, Director of Government Relations for the Minnesota Department of Education, testified in support of the bill.

Chair Kunesh-Podein renewed Representative Youakim’s motion that HF 3455, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.


Representative Youakim assumed the Chair at 2:51 P.M.

Presentation on State Assessments from the Minnesota Department of Education

Jennifer Dugan, Director of the Research and Assessment Division of the Minnesota Department of Education gave a presentation and took member questions.

Adosh Unni, Director of Government Relations for the Minnesota Department of Education took member questions.


HF 3106 (Edelson) Standardized assessment task force created, and report required.

Representative Moller moved HF 3106 be re-referred to the Government Operations Committee.

Representative Edelson presented HF 3106 and took questions on the bill.

Dr. Stacey Lackner, Director of Research and Evaluation for Wayzata Public Schools, Erica Allenberg, Chair of Edina Public Schools, and Dr. David Heistad, Executive Director for Research, Evaluation, and Assessment from Bloomington Public Schools testified regarding the bill.

Testifiers took member questions.

Rick Heller, disability advocate, gave public testimony regarding the bill.

Chair Youakim renewed Representative Moller’s motion that HF 3106 be re-referred to the Government Operations Committee. THE MOTION PREVAILED.


HF 1964 (Gruenhagen) Postsecondary education institution required to notify school of student withdrawal, and student required to provide grades copy to school.

Representative Gruenhagen moved HF 1964 be recommended to be placed on the General Register.

Representative Gruenhagen moved the A1 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Gruenhagen presented HF 1964.

Cheryl Templin, Counseling Secretary for the Glencoe-Silver Lake Junior-Senior High School testified in support of the bill.

Chair Youakim renewed Representative Gruenhagen’s motion that HF 1964, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.


HF 3107 (Edelson) Innovation research zone partner allowed to use a nationally recognized high school academic assessment.

Chair Youakim moved HF 3107 be re-referred to the Education Finance Division.

Chair Youakim moved the A1 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Edelson presented HF 3107 and took questions on the bill.

Dr. David Heistad, Executive Director for Research, Evaluation, and Assessment from Bloomington Public Schools, Stephanie Levine, School Board Member for the West St. Paul-Mendota Heights-Eagan School District, and Elliot Berman and Linda Nyakundi, students at Hopkins High School, testified in support of the bill.

Jacob Langemo, high school teacher from Gibbon-Fairfax-Winthrop Schools, testified regarding the bill.

Amy Walstein, Education Policy Director for the Minnesota Business Partnership, testified regarding the bill.

Joshua Crosson, Senior Policy Director from EdAllies, testified regarding the bill.

Jennifer Dugan, Director of the Research and Assessment Division of the Minnesota Department of Education, took member questions.

Testifiers took member questions.

Chair Youakim renewed her motion that HF 3107, as amended, be re-referred to the Education Finance Division. THE MOTION PREVAILED.
