MINUTES

Representative Cheryl Youakim, Chair of the Committee, called the meeting to order at 2:32 PM on Tuesday, February 12, 2019 in Room 5 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Sandell moved to approve the minutes for the Tuesday, February 5, 2019 meeting. THE MOTION PREVAILED.

Representative Moller moved to approve the minutes for the Wednesday, February 6, 2019 meeting. THE MOTION PREVAILED.

Cristina Parra, Education Policy Legislative Analyst, House Research, presented on school standards.

HF116 (Freiberg): School districts authorized to renew expiring referendums by action of school board.

Representative Youakim moved that HF116 be referred to the Ways and Means Committee.

Representative Freiberg introduced HF116.

John Vento, Robbinsdale Area Schools, Board Chair, testified in support of HF116.

Chris Lennox, Mounds View Public Schools, Superintendent, testified in support of HF116.

Sheridan Johnson, Anoka-Hennepin School District Parent/YES Campaign, testified in support of HF116.

Jim Bartholomew, Minnesota Business Partnership, testified in opposition to HF116.

Sam Walseth, Legislative Director, Minnesota Rural Education Association, offered clarification and spoke in support of HF116.

Representative Erickson requested a roll call vote on HF116.

Representative Youakim renewed the motion that HF116 be referred to the Ways and Means Committee.

Representative Mary Kunesh-Podein, Vice Chair of the Committee, assumed the gavel at 3:44 PM.

HF163 (Youakim): School board vacancy technical changes made.

Representative Youakim moved that HF163 be placed on the General Register.

Representative Youakim gave a brief summary of HF163.

Representative Youakim renewed the motion that HF163 be placed on the General Register. THE MOTION PREVAILED.

The meeting adjourned at 3:47 PM.
