MINUTES
Representative Runbeck, Chair of the Transportation and Regional Governance Policy Committee, called the meeting to order at 1:00 P.M. on March 26, 2018, in the Basement of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Runbeck called the meeting to order at 1:02 P.M. A quorum was present.

Representative Masin moved the minutes of March 21st. THE MOTION PREVAILED.

HF2999 (Haley) Wabasha; U.S. Highway 61 segment designated as Trooper Dale G. Roehrich Memorial Highway.

Chair Runbeck moved that HF2999 be re-referred to the Committee on Transportation Finance.

Representative Haley presented HF2999.

Chair Runbeck renewed the motion that HF2999 be re-referred to the Committee on Transportation Finance. THE MOTION PREVAILED.

HF3625 (Pierson) Transportation department required to study transportation for unaccompanied minors for accessing mental health services, report required, and money appropriated.

Chair Runbeck moved that HF3625 be re-referred to the Committee on Transportation Finance.

Representative Pierson presented HF3625.

Bill Gardner, MnDOT, testified on HF3625.

HF3980 (Dean) Freight rail economic development program established.

Chair Runbeck moved that HF3980 be re-referred to the Committee on Transportation Finance.

Chair Runbeck moved the H3980A1 Amendment. THE MOTION PREVAILED.

Representative Dean presented HF3980.
Dan Weber, Assistant County Administrator, Sherburne County, testified in support of HF3980
Jason Culotta, Director of public relations and government relations, Progressive Railway, testified in support of 3980.

Chair Runbeck renewed the motion that HF3980 be re-referred as amended to the Committee on Transportation Finance. THE MOTION PREVAILED.

HF4103 (Daniels) I-35 signage required.

Chair Runbeck moved that HF4103 be re-reffered to the Committee on Transportation Finance.

Representative Petersburg presented HF4103.
Terry Wilding, Superintendent, Minnesota State Academies, testified in support of HF4103.
Alex Caddy. Board Member, Minnesota State Academies, testified in support of HF4103.
Josie Tayse, MnDOT, testified on HF4103.

Chair Runbeck renewed the motion that HF4103 be re-referred to the Committee on Transportation Finance. THE MOTION PREVAILED.

HF3355 (Koznick) Transportation department provisions modified.

Representative Koznick moved that HF3355 be re-referred to the Committee on Transportation Finance.

Representative Koznick moved the H3355A1 Amendment. THE MOTION PREVAILED.

Representative Koznick moved the H3355A2 Amendment.

Representative Bernardy requested a roll call vote. The results were as follows:

Representative Koznick renewed the motion that HF3355 be re-referred as amended to the Committee on Transportation Finance. THE MOTION PREVAILED.
