MINUTES
Representative Runbeck, Chair of the Transportation and Regional Governance Policy Committee, called the meeting to order at 1:00 P.M. on March 21, 2018, in the Basement of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Runbeck called the meeting to order at 1:02 P.M. A quorum was present.

Representative Bahr moved the minutes of March 19th. THE MOTION PREVAILED.

HF3032 (Layman) Transportation network companies regulated.
Chair Runbeck moved that HF3032 be re-referred to the Committee on Transportation Finance.

Chair Runbeck moved the H3032DE1 Amendment.

Representative Layman presented HF3032.
Matt Patton, LYFT, testified in favor of HF3032.
Laura Roads, MnDOT, testified in opposition to HF3032.

Chair Runbeck laid over HF3032.

HF4008 (Swedizinski) Permits to mow or hay trunk highway rights-of-way moratorium established.

Chair Runbeck moved that HF4008 be sent to the General Register.

Representative Swedizinski presented HF4008.

Chair Runbeck renewed the motion that HF4008 be sent to the General Register. THE MOTION PREVAILED.

HF4079 (Hertaus) Light rail transit and freight rail colocation construction prohibition established.

Representative Hertaus moved HF4079 before the Committee.

Representative Hertaus presented HF4079 presented HF4079.
Mary Pattock, LRT Done Right, testified in support of HF4079.

Chair Runbeck laid over HF4079.

The meeting was recessed at 2:49 P.M.

The Meeting resumed at 6:32 P.M. in Room 10 of the State Office Building.

Chair Runbeck moved HF3032 before the committee.

Chair Runbeck moved that HF3032 be re-referred to the Committee on Transportation Finance.

Chair Runbeck moved H3032DE1. THE MOTION PREVAILED.

Chair Runbeck Renewed the motion that HF3032 be re-referred as amended to the Transportation Finance.

Representative Runbeck moved that HF3369 be re-referred to the Committee on Transportation Finance.
