MINUTES

Representative Runbeck, Chair of the Transportation and Regional Governance Policy Committee, called the meeting to order at 1:00 P.M. on February 20th, 2017, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Runbeck called the meeting to order at 1:03 P.M. A quorum was present.

Representative Hornstein moved the minutes of February 15th, 2017. THE MOTION
PREVAILED.

HF828 (Albright) Metropolitan Council governance modified.

Chair Runbeck moved that HF828 be laid over for possible inclusion in an omnibus bill.

Chair Runbeck moved the H0828A4 Amendment. THE MOTION PREVAILED.

Representative Albright presented HF828.
Jim Hovland, Mayor, City of Edina, testified in opposition to HF828.
Patricia Nauman, Executive Director, Metro Cities, testified in opposition to HF828.
Myron Bailey, Mayor, Cottage Grove, testified in opposition to HF828.
Judd Schetnan, Director Government Affairs, Metropolitan Council, testified in opposition to HF828.

Chair Runbeck renewed the motion that HF828 be laid over as amended for possible inclusion in an omnibus bill.

HF1150 (Uglem) Twin Cities metropolitan area transit farebox recovery objective established.

Chair Runbeck moved that HF1150 be laid over for possible inclusion in an omnibus bill.

Chair Runbeck moved to orally amend HF1150 “Page 1, line 12, delete “80” and insert “60”.”
THE MOTION PREVAILED THE LANGUAGE WAS INCORPORATED.

HF800 (Nash) Light rail transit operating costs governed.

Chair Runbeck moved that HF800 be laid over for possible inclusion in an omnibus bill.

Chair Runbeck recessed the meeting at 2:45 P.M.

Chair Runbeck resumed the meeting at 4:45 P.M.

Chair Runbeck moved that HF800 be re-referred to the Committee on Transportation Finance.

Representative Nash presented HF800.

Chair Runbeck renewed her motion that HF800 be re-referred to the Committee on Transportation Finance. THE MOTION PREVAILED.

HF418 (Runbeck) Metropolitan council prohibited from undertaking a light rail project without legislative authority.

Chair Runbeck moved that HF418 be laid over for possible inclusion in an omnibus bill.

Chair Runbeck moved H0418A1 Amendment. THE MOTION PREVAILED.

Chair Runbeck moved the H0418A2 Amendment. THE MOTION PREVAILED.

Chair Runbeck moved that HF1160 be laid over for possible inclusion in an omnibus bill.

Representative Youakim moved the H1160A1 Amendment. THE MOTION PREVAILED.

Representative Jon Koznick renewed the motion that HF418 be laid over as amended for possible inclusion in an omnibus bill.

At 6:50 P.M. Chair Runbeck assumed the gavel.

HF829 (Hornstein) Metropolitan Council staggered terms provided, nomination committee membership expanded, additional information to be made publicly available as a part of the selection process required, member qualifications clarified, new advisory committee required, and sewer availability charges stakeholder group established.

Representative Hornstein moved HF829 be laid over for possible inclusion in an omnibus bill.

Representative Hornstein moved the H0829A3 Amendment. THE MOTION PREVAILED.

Representative Hornstein moved to orally amend HF829: “On page 4, line 8 after “centers” delete “and” and insert “,” after centers insert “, and educational opportunities at all levels.” THE MOTION PREVAILED THE LANGUAGE WAS INCORPORTATED.
