MINUTES

Representative Runbeck, Chair of the Transportation and Regional Governance Policy Committee, called the meeting to order at 1:00 P.M. on February 13th, 2017, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Runbeck called the meeting to order at 1:03 P.M. A quorum was present.

Representative Bahr moved the minutes of February 8th, 2017. THE MOTION
PREVAILED.

HF326 (Howe) Paynesville; Trunk Highway 23 segment dedicated as Medal of Honor recipient Kenneth L. Olson Highway.

Chair Runbeck moved that HF326 be re-referred to the Committee on Transportation Finance.

Representative Howe presented HF326.

Chair Runbeck renewed her motion that HF326 be re-referred to the Committee on Transportation Finance. THE MOTION PREVAILED.

HF465 (Drazkowski) Rail project expenditures and other powers restricted, and project insurance required.

Chair Runbeck moved that HF465 be re-referred to the Committee on Taxes.

Representative Drazkowski presented HF465.
Representative Haley testified in favor of HF465
Nora Felton, Cannon Falls, testified in favor of HF465
John Meyer, Stewartville, testified in favor of HF465

Chair Runbeck moved to amend HF465 orally, as follows:
Page 4, line 29, after “Ramsey,” insert “Scott”. THE MOTION PREVAILED THE LANGAUGE WAS INCORPORATED.

Chair Runbeck renewed her motion that HF465 as amended be re-referred to the Committee on Taxes. THE MOTION PREVAILED.

HF455 (Halverson) School bus stops in right-turn lanes prohibited except under specified conditions; and use of prewarning amber signals, flashing red signals, and stop-signal arms when stopping in right-turn lanes required.

Chair Runbeck moved that HF455 be re-referred to the General Register.

Chair Runbeck moved the H455A1 Amendment. THE MOTION PREVAILED.

Representative McDonald moved the H455A2 Amendment. THE MOTION PREVAILED.

Representative Halverson presented HF455.
Lieutenant Brian Rue, Pupil Transportation Safety Director, Minnesota State Patrol, testified in favor of HF455.
Thom Keliher, Keliher Government Affairs, School Bus Drivers Association, testified on HF455.

Chair Runbeck renewed her motion that HF455 as amended be re-referred to the General Register. THE MOTION PREVAILED.

At 2:07 Representative Jon Koznick assumed the gavel.

HF204 (Runbeck) Highway construction cost study and report required, and money appropriated.

Chair Runbeck moved HF204 to be re-referred to the Committee on Transportation Finance.

Chair Runbeck moved the H204A5 Amendment. THE MOTION PREVAILED.

Chair Runbeck presented HF204.
Mark Haveman, Minnesota Center for Fiscal Excellence, testified in favor of HF204.
Bentley Graves, Minnesota Chamber of Commerce, testified in favor of HF204.
