MINUTES

Representative Torkelson, Chair of the Transportation Finance Committee, called the twenty-first meeting to order at 1:05 P.M. on Tuesday, March 14th, 2017, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Torkelson called the meeting to order at 1:05 P.M. A quorum was present.

Representative Bernardy moved to approve the minutes of March 9th, 2017. THE MOTION PREVAILED.

HF745 (Wills) Coates; bridge over U.S. Highway 52 designated as Corporal Benjamin S. Kopp Bridge.

Representative Torkelson moved HF745 be re-referred to the committee on Ways and Means.

HF179 (Scott) Ignition interlock performance standards amended, and use of devices with location tracking capabilities prohibited.

HF204 (Runbeck) Highway construction cost study and report required, and money appropriated.

Representative Runbeck moved to incorporate the following oral amendment to the amendment: On P. 1, L. 5, after “costs” insert “and inflation”. On P.1, L.7, after “cost” insert “inflation”. THE AMENDMENT WAS INCORPORATED.

Representative Runbeck renewed her motion that HF204, as amended, be laid over for possible inclusion in the omnibus bill.

HF2191 (Howe) Local cost-share assistance account established, local road and bridge funding provided, bonds issued, and money appropriated.

Representative Howe moved HF2191 be laid over for possible inclusion in the omnibus bill.

Jodi Teich, Engineer, Stearns County, testified on the bill.

John Bradford, Engineering and Public Works Deputy Director/City Engineer, City of Woodbury, testified on the bill.

Representative Howe renewed his motion that HF2191 be laid over for possible inclusion in the omnibus bill.

Representative Howe amended his motion to send HF2191 to the committee on Capital Investment. THE MOTION PREVAILED.

Representative Petersburg resumed the meeting at 5:02 P.M.

HF1866 (Albright) Metropolitan Council governance modified, farebox recovery objective for Twin Cities metropolitan area transit established, Metropolitan Council prohibited from undertaking a light rail project without explicit legislative authority, consideration of reasonableness of system plans in Metropolitan Land Planning Act allowed, light rail transit project development governing requirements established, and Metropolitan Council required to revise transportation policy plan.

Representative Petersburg moved HF1866 be re-referred to the committee on Ways and Means.

Representative Petersburg moved the H1866A11 amendment. THE AMENDED WAS ADOPTED.

Mike Beard, Scott County Commissioner, testified on the bill.

Representative Hornstein moved the H1866A9 amendment. THE AMENDMENT WAS NOT ADOPTED.

HF2082 (Hornstein) Gross receipts motor fuels tax established, vehicle registration tax and metropolitan area transit sales tax amended, distribution of highway user fund and state-aid funding amended, fees and charges modified, fiscal policies modified, reports required, bonds issued, and money appropriated.
