MINUTES

Representative Petersburg, Vice Chair of the Transportation Finance Committee, began the thirteenth meeting at 1:00 P.M. on Thursday, February 16th, 2017, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Petersburg began the meeting at 1:00 P.M. A quorum was not present.

Representative Petersburg officially called the meeting to order at 1:04 P.M. A quorum was present.

Representative Johnson moved to approve the minutes of February 14th, 2017. THE MOTION PREVAILED.

Representative Torkelson assumed the gavel at 1:12 P.M.

Presentation on local government transportation by the Counties, Cities, and Townships.
Kent Sulem, Lobbyist Minnesota Association of Townships.
Gary Pederson, Executive Director, Minnesota Association of Townships.

Presentation by League of Minnesota Cities.
Anne Finne, Lobbyist, League of Minnesota Cities.
Jill Sletten, Executive Director, Minnesota Association of Small Cities.
Carolyn Jackson, Lobbyist, Coalition of Greater Minnesota Cities.
Steven Huser, Government Relations, Metro Cities.

Representative Petersburg assumed the gavel at 1:41 P.M.
Presentation by Association of Minnesota Counties.
Emily Pugh, Transportation Policy Analyst, Association of Minnesota Counties.
Mike Potter, Wright County Commissioner, Association of Minnesota Counties.
Lyndon Robjent, Engineer, Carver County.

Representative Torkelson assumed the gavel at 1:47 P.M.

HF241 (Garofalo) Compressed natural gas tax rate modified.

Representative Torkelson moved HF241 be re-referred to the committee on Taxes.

Representative Garofalo presented HF241.

Chris Delaforest, Lobbyist, National Waste and Recycling Association, testified on the bill.

Representative Torkelson renewed his motion that HF241 be re-referred to the committee on Taxes. THE MOTION PREVAILED.

Representative Petersburg assumed the gavel at 2:29 P.M.

HF837 (Torkelson) State road construction appropriation modified.

Representative Torkelson moved HF837 be re-referred to the committee on Ways and Means.

Representation Torkelson presented HF837.

Scott Peterson, Director of Government Affairs, Minnesota Department of Transportation, testified on the bill.

Representative Torkelson renewed his motion that HF837 be re-referred to the committee on

HF633 (Johnson C) State road construction appropriation amended.

Representative Johnson moved HF633.

Representative Johnson presented HF633.

Representative Torkelson laid HF633 over for possible inclusion in the omnibus bill.

The meeting was adjourned at 2:41 P.M.
